Benefit Evaluation And Influencing Factors Of Financial Poverty Alleviation In Kashi District Of Xinjiang

The report to the 19 th national congress of the communist party of China(CPC)pointed out that the focus of the party’s work is on solving problems related to agriculture,rural areas and farmers and implementing the rural revitalization strategy.Poverty alleviation and development should solve the problem of "blood transfusion" in government finance and implement "blood transfusion" in finance.According to the 2018 central committee document no.1,the channels of investment and financing should be widened and financial services strengthened.The strategic plan for rural revitalization(2018-2022),issued on September 26,details issues related to financial support for agriculture.To promote the healthy and sustainable development of the local economy by providing financial support to the poor or to poverty alleviation projects,and advancing poverty alleviation work.This paper introduces the background of financial poverty alleviation benefits in kashi,xinjiang and the significance of this research project.It sorts out the academic views of scholars at home and abroad on financial poverty alleviation,clarifies the specific research direction and writing content,and introduces relevant concepts and theories.Secondly,the present situation of financial poverty alleviation in kashi,xinjiang is analyzed.This paper analyzes the overall situation of financial poverty alleviation in kashi,xinjiang,and mainly introduces the situation of financial poverty alleviation funds and insurance industry supporting poverty alleviation and development in kashi,xinjiang.Through the case analysis of financial poverty alleviation,it is found that the implementation of financial poverty alleviation projects has produced better economic benefits.Again,in constructing the financial benefit evaluation index system for poverty alleviation,on the basis of analysis of xinjiang kashi region financial benefits for poverty alleviation,found that financial poverty alleviation macro efficiency and growth rate are showing a rising trend overall,farmers income and rural economic development as well as medical and social security and so on poverty alleviation work is continuing to improve.The overall evaluation of microeconomic benefit of financial poverty alleviation is good and the satisfaction degree is high.Since financial poverty alleviation mainly focuses on credit to the objects of poverty alleviation,from the perspective of farmers,this paper analyzes the loan behavior of farmers and finds that the overall demand for loans is gradually increasing.Household farmland area,family social relations,private lending and lending amount have significant positive effects on the change of borrowing behavior demand,and household head age,household type,number of non-agricultural labor force and financial services have significant negative effects.Finally,further excavate the influence factors of xinjiang kashi region financial poverty alleviation efficiency,through the macroscopic and microscopic two Angle were analyzed,and the following conclusions: one is the fiscal expenditure situation,urban and rural income gap between the two measures through the test of significance level,the degree of financial deepening,the influence of the efficiency of financial support agriculture was not significant.Second is financial poverty alleviation microscopic benefit most are important influencing factors of,and credit standing,loan conditions,family,social relations,the folk financial coverage degree,the degree of financial network coverage,innovation loan,financial service attitude,difficult groups,technical,economic,for poverty alleviation poverty reduction has a significant positive effect on financial benefits for poverty alleviation,culture degree,changes in family income,degree of financial literacy has significant negative effect.The effects of agricultural insurance coverage,financial business matching and financial facility perfection are not significant.
