Research On The Benefit Evaluation Of Fiscal Industry's Poverty Alleviation Funds

Poverty alleviation aims to achieve sustainable poverty alleviation in poor areas and in poor populations.Industrial poverty alleviation is based on industrial development,through the investment of capital,technology,management and other factors,to expand employment capacity and benefit channels for the poor,and to solve the problem of poverty caused by lack of resource factors.Therefore,the industrial poverty alleviation constitutes an important component and main way of targeted poverty alleviation.However,in the poor rural areas of industrial development,faced with a variety of objective and subjective factors constraints,how to take good advantage of the fiscal anti-poverty funds is a good job for targeted poverty alleviation which we must carefully consider.The dissertation takes the benefit research of fiscal industry's poverty Alleviation fund as the research object,which is based on this background.This dissertation takes the benefit of targeted poverty alleviation as the breakthrough point,has clarified the responsibility of fiscal expenditure in the industry poverty alleviation,simultaneously has carried on the concrete division to the fiscal Industry Poverty Alleviation fund expenditure,has analyzed the fiscal industry Poverty Alleviation fund output benefit emphatically,proposed the appraisal fiscal industry poverty Alleviation fund output benefit new index,and combining analytic hierarchy process to judge the influence factors of fiscal industry's poverty alleviation funds,this dissertation demonstrates the rationality of the evaluation Index,expounds the effect of the specific output benefit of the fiscal funds on the overall targeted poverty alleviation,and summarizes the problems existing in the expenditure process of the fiscal industry's poverty alleviation funds by the example of A and B counties.And from the fiscal Industry Poverty Alleviation Fund expenditure level,the industrial project operation mode,the human capital development input,the Industrial project structure optimization and the consummation appraisal system angle proposed suggestion to improve the fiscal industry poverty Alleviation fund output benefit,which has provided the beneficial reference for other poor area targeted poverty alleviation work.The dissertation has made a deep exploration in two aspects.Firstly,based on the analysis of the benefit of fiscal fund expenditure,the dissertation analyzes the output benefit of fiscal industry poverty alleviation fund,and ponders the effect of the output benefit of the specific categories of fiscal poverty alleviation project on the overall targeted poverty alleviation,and compares with the comprehensive fiscal fund performance evaluation,the output benefit analysis of the fiscal industry's poverty alleviation funds is more specifically.Secondly,using the field investigation,case study and analytic hierarchy process,the dissertation analyzes the output benefit of fiscal industry poverty alleviation fund deeply and systematically on the basis of reality,demonstrates the necessity of improving the output benefit of the fiscal industry poverty alleviation fund,and provides a new angle of view to measure the targeted poverty alleviation.
