Evaluation Of Tourism Poverty Alleviation Efficiency And Influencing Factors In Deeply Impoverished Areas Of Guangxi

In 2020,China completed the poverty alleviation campaign that benefited the most impoverished people in history,and completed the arduous task of eliminating absolute poverty.In the process of over 70 years of poverty reduction practice in China,the anti poverty theory with Chinese characteristics has been formed as a magic weapon for overcoming poverty.Under the guidance of the targeted poverty alleviation strategy,poverty alleviation work in various regions has formed a work system that conforms to development realities,is effective,and satisfies the people,providing Chinese experience for poverty reduction work worldwide.The achievement of poverty alleviation achievements signifies the repositioning of the new era mission to consolidate the achievements of poverty alleviation and achieve effective connection with rural revitalization.In order to effectively solve China’s "three rural issues" and achieve high-quality development in rural areas,it is necessary to block the "path back to poverty" and cut off the "roots of poverty" under the guidance of rural revitalization strategy.In the practice of poverty alleviation through tourism in various regions,it has been confirmed that the development of tourism poverty alleviation industry has many potential advantages,and is in line with the requirements and connotations of rural revitalization strategy.Especially in Guangxi,where poverty is relatively deep and tourism resources are of high quality,the development of rural tourism has a significant driving effect on poverty reduction in deeply impoverished areas of Guangxi.Therefore,this article selects the original 20 deeply impoverished counties(now the national key assistance counties for rural revitalization)in the deeply impoverished areas of Guangxi Zhuang Autonomous Region.Based on practical situations and relevant research results,scientific evaluation indicators are selected to deeply evaluate their tourism poverty alleviation efficiency and explore its key influencing factors.Based on empirical research results,relevant countermeasures and suggestions are proposed.Provide beneficial enlightenment for the tourism poverty alleviation industry to continue to play a leading role in consolidating poverty alleviation achievements and connecting rural revitalization.Based on the scientific selection of input and output indicators,this paper constructs an evaluation index system for the efficiency of tourism poverty alleviation in deeply impoverished areas in Guangxi.The super efficiency SBM-DEA model is selected to conduct static,dynamic,and spatial distribution analysis of its efficiency of tourism poverty alleviation from 2012 to 2021.The Tobit model is used to explore the factors affecting its efficiency of tourism poverty alleviation,and the following conclusions are drawn:(1)In terms of overall characteristics,the tourism poverty alleviation efficiency of each county in the deeply impoverished areas of Guangxi is generally high,and the overall upward trend is relatively obvious,with the overall efficiency being greatly affected by scale efficiency;(2)In terms of spatial differentiation,from 2012 to 2021,the efficiency of tourism poverty alleviation in 20 counties in deeply impoverished areas of Guangxi showed significant spatial differentiation,with the scale efficiency showing a distribution pattern of "northwest region>southwest region>central and western region",and the comprehensive efficiency and pure technical efficiency showing a distribution pattern of "central and western region>southwest region>northwest region",with a certain spatial inertia;(3)In terms of time evolution,the ML index of deeply impoverished areas in Guangxi was good from 2012 to2021,reflecting the overall growth of poverty alleviation efficiency through tourism;(4)In terms of form types,based on comprehensive consideration of the efficiency value and efficiency change level of tourism poverty alleviation,this article classifies 20 counties in deeply impoverished areas in Guangxi into potential,sunrise,golden,and sunset types.Among them,various forms of tourism poverty alleviation development include 4 counties,6 counties,5 counties,and 5 counties,respectively.During the stage of poverty alleviation,tourism empowerment,and rural revitalization,each county should refer to its type and make appropriate improvements for the remaining shortcomings;(6)Based on the current situation analysis and empirical analysis conclusions,steadily improve the efficiency of poverty alleviation through tourism,and assist in the revitalization of tourism enabling rural areas;Accurately grasp the factors influencing the improvement of tourism poverty alleviation efficiency,identify the two major perspectives of tourism empowerment and rural revitalization,and propose 9 targeted suggestions for improving tourism poverty alleviation efficiency,with a view to providing beneficial enlightenment for the development of tourism poverty alleviation in deeply impoverished areas and similar types of impoverished areas in Guangxi.
