At present,there are outstanding problems in the operation of the secondary market of the country's land,such as imperfect trading rules,imperfect government services and supervision,asymmetric transaction information,and irregular trading platforms,which cannot meet the needs of new urbanization and economic transformation.Due to serious historical problems and overlapping business departments,the secondary market for state-owned construction land use rights in Suzhou has done some work on these issues,and initially accumulated experience in pilot reform of state-owned construction land,although many state-owned land revenues have been recovered.However,it is impossible to completely eliminate the common problems at the national level and the reality of a large number of invisible transactions.On January 22,2017,the former Ministry of Land and Resources listed Suzhou City as a pilot city for the secondary market of state-owned land,providing a good opportunity for the construction of the secondary market in Suzhou.The secondary market of land is formed by the horizontal transfer of land use rights between land operators or users,including the transfer,mortgage and lease of construction land use rights.This paper collects and sorts 264 samples of secondary market effective transactions in Suzhou City from 2015 to 2018.Using the global trend method and interpolation analysis method,the following characteristics and problems exist in the secondary market of Suzhou City.(1)The price of the land sample market in Suzhou City is higher,the residential land is second,the land for industrial and mining storage is the lowest;The land price for commercial service,the land price for residential land and the land for industrial and mining storage are decreasing from the center to the periphery,but the rate of decline is decreasing.Different,in line with the law of land prices in ordinary cities.(2)The spatial distribution of secondary land transaction samples in Suzhou City is not uniform as a whole,and the spatial distribution is uneven,and the distribution of transactions is not balanced,mainly based on mortgages,with little transfer and rental.(3)The secondary market in Suzhou City has a lagging construction of supporting systems,transactions are not standardized;departmental functions are crossed,management system is not perfect;service system is not perfect,invisible transactions are widespread;lack of supervision over land lease transactions and many other issues.In this context,this paper designs a pilot scheme for the reform of the secondary market of the land in Suzhou from five aspects: improving the trading mechanism,innovating the operation mode,improving the service system,strengthening the monitoring and supervision,and strengthening the departmental cooperation.
