There is a proverb that the food security is the critical factor of the country development.As the world's most populous country,we must definitely pay attention to our food security as well as taking China's food security as an important task.Fertilizer is one of the main means of grain production in China,but excessive using will cause non-point source pollution.In order to improve the agricultural environment in China,the action plan of zero growth of fertilizer has been put forward by the ministry of agriculture.However,it is still a question whether the policy will have influence on the food safety of China.The key point to answering the question is how to assess the excessive degree of fertilizer input in China's grain production and the efficiency of chemical fertilizer application can solve the above problems.In this study,we used the C-D Stochastic Frontier Analysis(SFA)to estimate the application of technical efficiency of chemical fertilizer in the process of grain production.The result indicated that 1):the average application of technical efficiency of fertilizer was only 0.603,which explained that there is a large space saving for fertilizer application in China.2)Assuming that under the condition of the action plan of zero growth of fertilizer implanted,we predicted the gain supply and demand of 2020 in China.The result indicated that the China's domestic grain supply and demand will be basically balanced.3)The action plan of zero growth of fertilizer will not threaten China's food security.Accordingly,we put forward policy recommendations about how to reduce the amount of fertilizer applied and ensure food security.
