Research On The Northeast Three Provincial Transportation Committee In Modern Times(1924-1931)

Since modern times,the traffic right loss in northeast China is serious,and the traffic cause needs to be sorted out urgently.The northeast three provincial transportation committee was built in 1924,in charge of road administration,electricity administration,postal service,navigation administration and other Transportation enterprises.on the eve of the September 18 th incident,the organization structure of the association was almost mature.The transportation industry in northeast China developed rapidly.The land,water and air omni-directional combined transportation enabled telecommunications and postal services to connect domestic and foreign countries.The development of the transportation industry promoted the revitalization of the northeast economy,and also set a good example for recovering the right to profit and resisting foreign aggression later.Based on the archival literature,this paper focuses on the development process and main activities of the transportation committee of the three northeastern provinces to analyze the influence and significance of the establishment of the committee on modern northeast China.This paper is composed of four parts,as follows:The first part discusses the background of the establishment of the northeast three provincial transportation committee.As Britain,Japan,Russia and other foreign powers covet northeast China for a long time,they take traffic construction as a breakthrough point to intervene in northeast traffic affairs one after another.After zhang zuolin took charge of northeast China,the provincial autonomy was implemented,and various measures were taken simultaneously to revitalize the economy of northeast China,which laid a good foundation for the establishment of the transportation committee.The second part analyzes the whole process of the development of the transportation committee of northeast China.In May 1924,the committee was established and began the planning and construction of highways.In 1928,zhangxueliang reorganized the transportation committee,formulated its bylaws and put forward new development requirements.After the change of government in northeast China,the transportation committee continued its traffic construction under the leadership of the ministry of communications of the nanjing national government.The time line analysis of the development of the committee can clearly reflect the different characteristics of the committee in different stages.The third part mainly introduces the main activities of the transportation committee of the three northeastern provinces.This paper introduces the great efforts made by the association for the development of transportation in northeast China.For example,the establishment of three major railway lines,the construction of huludao port,the rectification of postal services and the collection of postal parcel tax,and the full coverage of domestic and foreign telecommunications services.The fourth part evaluates the historical role of the transportation committee of the three northeastern provinces.Under the unified leadership of the transportation committee,the autonomy of transportation in northeast China has been greatly enhanced,which has promoted the development of economy and trade in northeast China.It also creates and guarantees the political space and economic pattern to resist the further expansion of foreign aggressive forces.However,in the course of just eight years of development,the plan to revitalize transportation in northeast China has not been fully realized.
