The Research Of New Scientific And Technological Services In The Rural Areas In Hunan Province

At present,our country is in the key period of socialist new rural economic construction and de'velopment.The construction of rural science and technology service system is an important support for agricultural science and technology innovation and agricultural economic development.Hunan Province is a big traditional agricultural province in China.It has accumulated typical experience and practice in carrying out the construction of rural science and technology service system.With the adjustment of agricultural structure and the deepening development of industrialization,there are many drawbacks and deficiencies in the rural science and technology service system of Hunan Province.Therefore,this paper discusses how to further innovate and develop rural science and technology in Hunan Province.The technical service system is a major topic for in-depth study and discussion.This paper focuses on the current situation and future strategic choice of rural science and technology service system in Hunan Province.On the basis of summarizing and analyzing the relevant research results of rural science and technology service system,the theoretical basis of this study is defined and analyzed.By means of field investigation and case analysis,this paper expounds the present situation of the construction of rural science and technology service system in Hunan Province,affirms the achievements and experiences in the construction of rural science and technology service system in Hunan Province,and makes a prospective study on the outstanding problems existing in the construction and the future development direction.In the main part of this paper,SWOT model is used to analyze the key factors in the construction of Hunan rural science and technology service system from the perspective of empirical analysis,and to construct the optimal strategic selection order for the further development of the rural science and technology service system.Finally,according to the optimal strategy,specific countermeasures and suggestions are put forward.Specifically,the conclusions of this paper are as follows:(1)In the construction of rural science and technology service system in Hunan Province,we should follow the principle of "government guidance,enterprise leadership,and farmers 'implementation".Combining with the actual situation in Hunan Province,starting from the diversified needs of farmers,we should standardize agricultural science and technology organizations,introduce market mechanism,and improve Hunan Province.The vitality and creativity of the rural science and technology service system;(2)The key environmental factors in the construction of the rural science and technology service system in Hunan Province are:diversification of the system,low quality of science and technology and culture,construction of information platform,single organization,low conversion rate of achievements,change of management mode,market mechanism risk,etc.(3)According to the model,the paper calculates The results show that the order of choosing strategies for the construction of rural science and technology service system in Hunan Province is WO strategy SO strategy TO strategy ST strategy.(4)The construction of rural science and technology service system in Hunan Province should be based on the basic principles of regional differentiation and maximization of benefits,according to the actual situation of different regions,and select the corresponding strategies accordingly.Choosing the appropriate strategic combination and integrating the regional advantages to build a rural science and technology service system featuring diversification of subjects,networking of organizations,socialization of functions and marketization of operation.In the construction of this system,we should lay stress on one main and diversified strategy,improve the transformation rate of scientific and technological achievements,provide diversified services and improve agriculture as a whole.Related measures such as the quality of scientific and technological personnel.
