Research On Performance Evaluation Of Rural Science And Technology Mission In Liaoning Province

The science and technology mission was started in Nanping,Fujian in 1999.The science and technology mission is an important measure for the party Central Committee to support the development of rural science and technology.From 2012 to 2016,the work of science and technology was written into the Agricultural Central Document No.1 for five consecutive years.Since 2007,Liaoning Province has carried out rural science and technology special work in agriculture-related counties(cities,districts).After years of development,it has played a certain role in the development of rural science and technology.In 2016,Liaoning Province selected 23 rural science and technology missions to support rural agricultural development.After several years of operation,it is necessary to evaluate its implementation performance to discover problems in its development process.This paper evaluates the rural science and technology mission projects in Liaoning Province by constructing a performance evaluation index system,analyzes the constraints affecting the project’s effectiveness,and proposes targeted countermeasures to provide reference guidance for the development of rural science and technology mission projects in Liaoning Province.Based on the development data of rural science and technology missions in Liaoning Province in 2018,this paper uses the Delphi method to rank the importance of performance evaluation indicators,and then calculates the performance evaluation indicators of rural science and technology missions based on the Analytic Hierarchy Process(AHP).We will build five first-level indicators and specific 20 secondary indicators,including the foundations and conditions of science and technology missions,the construction of science and technology demonstration sites,personnel training,scientific and technological achievements transformation and promotion,and project effectiveness.Finally,according to the scoring rules formulated in this paper,the scores of the selected 23 science and technology special items are calculated according to the final score formula of each item,and the project results are graded according to the rating level.Based on the above evaluation indicators,a comprehensive evaluation of 23 science and technology special projects in Liaoning Province was carried out.The evaluation results showed that two “excellent”,ten were “good”,five were “medium”,and six were “poor”.Finally,based on the results of the project evaluation,combined with the implementation of rural science and technology specialization in Liaoning Province,the following suggestions are made for the development of science and technology mission projects:(1)to create good conditions for the development of science and technology mission projects;(2)to adhere to personnel training and new technologies Promote the combination;(3)Improve the role of science and technology demonstration and the construction of talent team.
