A Study On The Sustainability Of Rural Poverty Alleviation

Poverty is a problem for all countries,and China is no exception.In the critical period of building a well-off society in an all-round way,getting rid of poverty has become an important part of ensuring and improving people's livelihood,and the party and the government have issued related policies to combat poverty one after another.The report of the 19th CPC National Congress pointed out:under the current standards,we should ensure that the rural poor population in China will be lifted out of poverty by 2020,and all poor counties should take off their hats and solve the overall regional poverty,so as to promote the all-round development of human beings and the common prosperity of all the people.With less than a year to go before 2020,the results of poverty eradication are already very remarkable.At this stage,we have to solve how to maintain what has been achieved.Poverty achievements,how to improve the quality of poverty eradication.how to achieve real poverty eradication these practical problems.Therefore,it is particularly important to maintain the sustainability of the results of poverty eradication,and the focus of our work at this stage should be to maintain the sustainability of poverty eradication.On the basis of thinking about the sustainability of rural poverty eradication,this paper adopts the method of questionnaire and interview by using governance theory,poverty governance theory and sustainable development theory.Three research methods are studied by combining qualitative and quantitative methods.First of all,through the analysis of the field investigation data and data of S Town,Tumet Zuo Banner,Hohhot City,Inner Mongolia Autonomous region,this paper summarizes the implementation of the accurate poverty alleviation policy and the achievements made in poverty alleviation in S Town in recent years.Then,this paper starts with the problems existing in the sustainability of poverty eradication in S town,and deals with the poor households,anti-poverty households,non-poor households and village cadres in 8 villages under the jurisdiction of S town.Through the interview and asking the anti-poverty households to fill out the questionnaire,this paper summarizes the existence of S town:the causes of poverty are not consistent with the measures to get rid of poverty,the risk of returning to poverty is great,the employment position is single,can not meet the actual needs;Industrial poverty eradication is not prominent,"blood transfusion" out of poverty is dominant;out of poverty is unwilling to take off the hat,concealment phenomenon exists;there is the problem of getting rid of poverty and helping cadres is not in place,Secondly,according to these problems,this paper further analyzes the reasons for the problems,including:the lack of flexibility in the formulation of anti-poverty measures;the backwardness of the rural basic employment public service mechanism;the advantages of rural development industries are not high;There is not enough incentive for farmers to extricate themselves from poverty;those who help cadres The working mechanism is not perfect.Thirdly,combined with the existing problems and the causes of the problems,this paper puts forward some countermeasures and suggestions to promote the sustainability of poverty eradication,including:scientifically formulating measures to get rid of poverty,improving the flexibility of anti-poverty measures,establishing and perfecting the public service mechanism of rural basic employment;Improve the advantages of rural industrial development;enhance the motivation of farmers to extricate themselves from poverty;improve the working mechanism of supporting cadres.Finally,the paper summarizes the research content of the thesis,and puts forward the deficiency and further research prospect of the thesis.It is hoped that through the study of this paper,it will provide guidance and suggestions for improving the sustainability of poverty eradication in the future,in order to better complete the task of poverty eradication and win the battle against poverty.
