Research On Horqin Left Middle Banner Poverty Alleviation And Devel Opment Issues

Poverty has been restricting the economic development of countries, along with the rapid economic development, the income gap between rural and urban has growing. So how to reduce and eradicate the poverty has become an important topic which is the scholars and research institutions’ research subject. Since the relevant poverty alleviation program in "Country’s 8-7 poverty alleviation plan "has been implement, the poverty population and incidence in rural areas of our country has been effectively controlled, the poverty relief career has got an unprecedented development. China is vast in terrene, poor people is mostly concentrated in the west regions, and the income discrepancy between west regions and coastal cities is extremely large. In 2011,China has set the standard of poverty line of 2300 yuan, because at that time the capita GDP of Inner Mongolia Autonomous Region has reached $8900,2012 or 2013 is expected to achieve a breakthrough $10,000 under the circumstances, there are a lot of poor people is justified anyway, so Inner Mongolia Autonomous Region has set the poverty line in rural areas farmers of 2600 yuan and rural pastoral of 3100yuan,and plans to eliminate absolute poverty in 2017. Each poor municipalities and autonomous regions, and counties to seize the historic opportunity to organize jointly the strength of my party and the whole society, poverty alleviation and development work conscientiously do a good job.This paper targeted the Tongliao Horqin Left Middle Banner (referred Kezuozhongqi) as the research subject, and through domestic and international research on poverty theory, combined with related data, comparative analysis of Inner Mongolia Autonomous Region and related data left in the country in terms of Minco Causes of Poverty Alleviation and Development Status and flag, and further research development and poverty alleviation measures Kezuozhongqi achievements, analyze problems currently facing Kezuozhongqi poverty alleviation as well as reasons for poverty alleviation and development combined with measures in developing countries, Brazil and Bijie City of Guizhou Province and experience, targeted poverty alleviation and development put forward countermeasures Kezuozhongqi problem.
