An Empirical Study On The Impact Of Urbanization On County Economic Growth In Hubei Province

County economy is an important part and the most basic unit of the national economy,and it is also the most dynamic part.The growth rate of the whole national economy largely depends on the development of county economy.From the 16th National Congress of the CPC to the 18th National Congress of the CPC,county economy has been formally included in the scope of national economic construction and economic system reform.By the end of 2017,there are 2851 county-level cities in China,accounting for 92%of the total land area and 70%of the population.However,the GDP and social consumption of county-level cities only account for about 50%of the total national total.The development of county-level economy is still relatively lagging behind and slow.County-level cities have become the strategic choice of urbanization in China at this stage.How to coordinate urbanization and county economy?The development of economy has become an urgent problem to be solved.Hubei Province is the economic center of the central region of China.Its economic development is the key to the rise strategy of the central part of the country and the development of urban agglomerations in the middle reaches of the Yangtze River.By the end of 2017,the proportion of county territory in Hubei Province reached 82.2%,the proportion of county population in Hubei Province reached 57%,the proportion of county GDP in Hubei Province was 60.4%.The county economy has become the foundation and support of the economy of Hubei Province.Therefore,the study of the impact of urbanization on the county economic growth of Hubei Province will maintain the stability of the county economy of Hubei Province,promote the sustainable,rapid and healthy development of the county economy of Hubei Province,and even promote it.For the central region and the whole nation,the economic development of Hubei Province is of great practical significance.The purpose of this paper is to explore the impact of urbanization on county economy in Hubei Province on the basis of accurately grasping the characteristics of urbanization and county economic development,and put forward relevant policy recommendations on the basis of the research results.For this reason,this paper chooses the relevant statistical data of 80 counties(cities and districts)which were included in the evaluation scope of county economic work in Hubei Province from 2008 to 2017,constructs the panel data system,and divides 80 county-level units into groups.Using the empirical analysis method of combining static panel data fixed effect model with dynamic panel data GMM model,this paper explores the difference of the effect of urbanization on county economic growth from the perspective of counties with different levels of economic development in Hubei Province,and the difference of the impact of different economic indicators on County Economic growth.The results show that:(1)Urbanization in Hubei Province has a significant role in promoting county economic growth.(2)The urbanization level of Hubei Province has different effect on County Economic growth,which is the most positive one for economically backward counties,the least for economically developed counties and the middle-level counties.(3)The urbanization rate,the per capita fixed assets investment and the secondary industry play a significant role in promoting the economic growth of the county,while the general budget expenditure of the per capita local finance and the total retail sales of the per capita social consumer goods of the county also play a positive role in promoting the economic growth of the county,but the effect is slightly less significant than other indicators.(4)For the economically developed first-class counties,the promotion effect of secondary industry share on county economic growth is more significant than other indicators;for the second-class counties with medium economic development level,the promotion effect of secondary industry share and urbanization is better;for the third-class counties with backward economic development level,urbanization is more significant for County Economic growth.Compared with other economic indicators,the driving effect is more significant.Based on the results of the study,the following policy recommendations are drawn:(1)Scientific planning and rational layout,promote the steady development of urbanization,and create a new growth pole of county characteristic industries.(2)Accelerate the adjustment of industrial structure and promote the transformation and upgrading of county industry.(3)Improve the investment environment at the county level and promote investment attraction.(4)Optimizing various systems,improving the policy environment at the county level,and creating a soft environment for urbanization at the county level in Hubei Province.(5)Improving the mechanism of talent introduction and strengthening the training of talents in the county.
