Theplanningand management of outdoor advertising in China has gone through aprocess of development from security to urban image construction,andhas gradually formed a planning and management system consisting of a "regulatory system,atechnical standard system,a planning and design system,and a management and implementation system." However,there is still a big gap between outdoor advertising planning and implementation management process.This paper will start from the background of the development of outdoor public service advertisement in Nanchang city and analyze the current situation of the development of outdoor public service advertisement in Nanchang city.It has been found that the existing planning and management system still has many problems,such as heavy control and light governance,lack of excavation of local characteristics,multiple and single management,and unclear authority and responsibility.And from advocating the management consensus of multiple values,clarifying the authority and responsibility of multi-sector supervision,innovatingthe outdoor public service advertisement supervision model,and constructing the social supervision system,the paper expounds the solutions.
