The government purchases social public services from various social associations,enterprises,organizations,etc.by means of entrusted agency.By effectively utilizing and integrating social resources,the government continues to use third parties to enhance government public service management capabilities.At this stage,the Chinese government has carried out government procurement service reforms in multiple areas.In 2017,China has entered a new era of socialism with Chinese characteristics.The report of the 19th National Congress of the Communist Party of China pointed out:improving the public service system,ensuring the basic livelihood of the people,and constantly meeting the growing needs of the people for a better life.In recent years,the complexity of market economy development and social management has increased,social needs have become increasingly diversified,and the interests of the masses have become increasingly complex.However,the number of government staff is limited and the capacity is not comprehensive.The government has been unable to fully adapt to the needs of the people by providing public services.In 2017,the procurement of services in government procurement exceeded 800 billion-yuan,accounting for about 27%of the national government procurement scale,and the proportion increased year by year.However,many of the government service institutions and enterprises are still developing slowly according to the traditional model and cannot fully adapt to the new standards and new requirements of government public services in the new era.The government service field is highly specialized,the industry has high entry barriers,many restrictions,and the company's living environment is relatively closed.Therefore,there are few case studies on the industry.The research object of this paper is the government service enterprise K company that established in 2006.K Company is a professional government service industry enterprise serving the national ministries in Beijing.Company K is universally representative.Through the combing of K company,this paper points out the problems of K company,such as:the slow development of core business,the structural imbalance of company personnel,the backward management thinking of enterprises,the long period of capital occupation,and the lack of competition ability in the same industry.At the same time,with the analysis of the characteristics of the government service industry where the enterprise is located,the development status and the many "pain points" faced by the government service enterprises in the new era.At the same time,this paper analyzes the characteristics and development status of the government service industry affiliated to K Company,and many "pain points" faced by government service enterprises in the new era.It analyzes the needs of K's transformation and development under the joint influence of internal and external factors.This paper gives full play to the guiding role of mature theories such as strategic transformation,service strategy and competition theory,and combines the highlights,problems and deficiencies of K company.This paper proposes to K company the choice of four-point transformation development strategy:management concept update,business model innovation,human resource optimization and service effectiveness evaluation.Tracking and researching the implementation process and effects of K company's transformation and development strategy.Analysis of the implementation effects of multi-faceted aspects such as enterprise management,human resources,service effects,and financial risks.The foothold and standpoint of this paper is the transformation and development strategy of government service-oriented enterprises in the new era.The purpose is to sort out the shortcomings of government service-oriented enterprises and put forward appropriate suggestions through the study of case enterprises,summarizing the appropriateness of enterprises in the new era.The transformation and development strategy will better promote the improvement of various capabilities of enterprises and enhance the core competitiveness of government service enterprises.The research also reflects part of the government's public service reform.Some government service industry companies can adopt the innovation proposes new initiatives and new exploration strategies.It is not only representative and targeted,but also provides reference for industry enterprise managers.The support of decision-making has certain reference value for the choice of future transformation strategies of government service-oriented enterprises.This paper has 8 figures,5 tables and 35 references.
