Since the 21st century, the economic development of Wenzhou has slowed down. Economic growth has been in the end-term for many years in Zhejiang Province. Meanwhile, the economic development brought about the significantly improved of private consumption goods supply capacity. But in the field of public life, with the rising of people's incomes, the contradiction between supply and demand of public services has becoming increasingly prominent. As a high disposable income area, Wenzhou has several problems in public services supply, such as the number of public services in the supply, supply quality, supply balance. Economic growth is the material basis for the supply of public services. At the same time, as the economic growth mode transformation from traditional to modern, the status of public service in the role of economic and social development transformation from auxiliary to dominant. The inadequate supply of public services is the important reason for the dual pressures of Wenzhou. This article based on the reality of Wenzhou; analyze the impact of inadequate supply of public services to Wenzhou development. And points out that inadequate supply of public services led to decreased competition for talent, reduced attractive of the capital, declined quality of people's living. Because of that, Wenzhou has to face the current dilemma. As a typical region which is "governs by doing nothing that goes against nature", government of Wenzhou has been a "small government" approach manages the economic and social development in Wenzhou. Personified transactions, financial income and others restricted the supply of public services. On the other hand, the improving income intensifies the division and expansion of public services demand. To improve the status of Wenzhou public services supply, first of all is require the Government to transform the administrative concept, structure Responsible Government and Service-oriented Government. Secondly, the government should realize the ability of directly supply of public services through improves the ability of allocation of resources. Also, the government should not be the only subject in public services supply. The government should guide the market forces and social forces into areas of public service supply through increased the ability of resource mobilization, to formation the "government-the market-Social" multi-center supply mechanism which is under the government-led. A strong private economy atmosphere, the characteristics of leave wealth with the people and the traditional culture in the sense of identity and mutual creates favorable conditions for realization of multi-center supply mechanism in Wenzhou. And this mechanism will be conducive to high-quality construction of public life, then to realize the positive interaction between public services and development. Finally, this article also points out that this research is not only cares about the predicament of Wenzhou, but also reflects on China's development. This article hopes to find the general solution for economic and social development predicament by researching on Wenzhou problem, and then offer the valuable experience for China.
