Applied Research On PPP Projects Of Social Welfare Institutions In N City

According to national bureau of statistics,data statistics in 2016,our country has reached to 16.5%,the percentage of older people is more than the world of aging population 7%of the population that is defined into national aging red line,in the face of an ageing population accelerating pension problem,Faced with the pension problem caused by the aging population,the Chinese government aprationate this problem and had issued a series of policies and methods to enhance the eldercare service system.PPP,as a new cooperative construction mode that can alleviate the contradiction between supply and demand of public resources,has come into people’s attention.This paper first analyzes the domestic and foreign to the PPP mode,the PPP application research in the field of pension,the PPP application in the field of pension financial measure of academic research,on the public product theory,the theory of PPP,the PPP project risk control as the theoretical basis,combining with the background of the PPP in the construction of the national pension application status,it is concluded that the PPP in the feasibility and necessity of the application of pension industry,through the study of N city social welfare institute the PPP project case,analysis its capital structure,equity allocation,risk distribution,source of income,and so on aspects,summarizes the project is successful and can be improved,Then analyze the feasibility of welfare institute PPP project.From the case analysis,this paper proposes how to improve the social capital income from the government,social capital and the project itself,so as to achieve a win-win situation and increase the attractiveness of the project.And how to optimize the financial calculation formula in the’specific application of PPP project feasibility analysis,in order to provide reference experience for pension construction application of PPP model..
