| Increasing consumption power and increasing consumer demand have evolved into an important challenge in the process of China’s social and economic development.China’s economic development is in the transition period of export-oriented,investment-driven and relying on domestic consumption. The original development model of investment and export as the main driving force of economic growth is difficult to sustain, and the role of consumption in driving economic growth is prominent.Enhancing the basic role of consumption in the economy can provide long-term endogenous power for sustained economic development, and consumption power directly determines consumer demand, which is the fundamental driving force for economic development.Since the founding of the People’s Republic of China, with the gradual opening up of the system, the development gap between the three regions of Jiangsu Province’s South,Central and North regions has become more apparent. The regional gap between consumption, consumption environment and other factors has been significant. The gap between regions has led to inter-regional personnel. The flow, trade and tourism links are also closer.Coupled with the booming e-commerce in recent years, the phenomenon of cross-regional consumption has become increasingly prominent. The intensification of inter-regional consumption power inflows and outflows has had an important impact on regional balanced development.Based on the theory of consumption function, the theory of regional economic unbalanced development, and the theory of institutional change, this paper uses literature research method, mathematical statistics analysis method and econometric model to study the flow of consumption power of regional residents in Jiangsu Province.Firstly, the paper analyzes the relative differences and absolute differences of the consumption flows of regional residents in the limited open and open stages. The study finds that during the research period of 1990-2017,the net consumption of regional residents in Jiangsu Province is absolute or relative. The differences are showing a trend of increasing.Absolute differences are presented:a slow upward trend-a small decline-a general trend of sharp rise, the limited open phase is dominated by a slow rise, and the open phase is dominated by a small decline and a sharp rise. The relative differences are presented:a sharp decline-a sharp rise-a small increase-a general trend of a moderate decline, the limited opening period is mainly due to a sharp decline,a sharp rise, and the open phase is mainly a small increase and a moderate decline.Secondly, using the Panel-Data model to empirically analyze the factors affecting the flow of residents’ consumption power in the region, the study finds that the level of economic development has a positive impact on the net inflow of regional residents’ consumption power, but with the change of the system, the level of economic development The role of net inflow of regional residents’ consumption power is decreasing;with the gradual change of the system, the degree of openness has an impact on the net inflow of regional residents’ consumption power. On the whole, its impact is negative and the degree of influence is increased;the level of industrial development,Human resources have a pulling effect on the net inflow of regional residents’consumption power;income level has a crowding out effect on the net inflow of regional residents’ consumption power;the impact of infrastructure level and e-commerce development level on the net inflow of regional residents’ consumption power is in different regions.Inconsistent.Finally,in order to promote the inflow of consumption power of regional residents in Jiangsu Province to promote regional balanced development, the following policy recommendations are provided:First, improve the level of regional economic development, attract external labor inflows to enhance regional consumption power inflows;second, promote the development of secondary and tertiary industries. To provide more job opportunities and attract regional external consumption power;the third is to encourage residents’ domestic consumption and enhance the“soft environment" of regional consumption;the fourth is to strengthen the level of infrastructure construction and improve the " hard environment" of regional consumption; The implementation of the talent policy to attract high-quality talents inflow;the sixth is to strengthen the Internet economy, vigorously promote the development of e-commerce,enhance support, and allow e-commerce to inject vitality into the consumption of regional residents. |
