In recent years,with the rising demand for electricity in the market as well as the deepening reform of the electric power industry,there appear to be some severe challenges and new opportunities for development in electric power enterprises.In such a great environment,the competition among the Chinese five major electric power generation groups becomes fierce increasingly.Due to the influence of the traditional monopoly management concept,there still have been many problems to be solved urgently in electric power enterprises for a long time.These problems are prominent particularly in the human resources management of enterprises,especially in the performance appraisal.T Electric Power Group is one of the five major electric power generation groups in China.Dominated by electricity,it is a central enterprise.In this paper,the performance appraisal system for the department managers of the Branch of T Electric Power Group in Guangxi Province is optimized and studied.The status of the performance appraisal about the department managers of the Branch in Guangxi Province is analyzed through the questionnaire investigation.It is found that there are some problems.For example,the current performance appraisal indicators are not comprehensive,and the assessment criteria are not scientific.According to the stepwise decomposition development strategy of the Branch in Guangxi Province as well as the post responsibilities and working characteristics of department managers,a scientific and complete performance evaluation index system suitable for department managers is established.In addition,assessment criteria and weights are formulated.The quantitative assessment is combined with the qualitative assessment to design the corresponding calculation method and assessment cycle.Some measures to guarantee the smooth implementation of performance appraisal are put forward.By optimizing the performance appraisal system of department managers,it can mobilize the subjective initiative of employees and mine their development potential by means of"performance"to improve the comprehensive competitiveness of enterprises so as to promote the healthy development of enterprises.
