In recent years, with the rapid development of economic society and the deepening of the reform of state-owned enterprises, more and more state-owned enterprises implement the performance appraisal work. G province electric power company as a wholly owned subsidiary of State Grid companies shoulder the task of the construction, management and operation of G province grid, service of economic and social development. As G province electric power ’s management authority, we must realize the grid development mode of" two transformation, the construction of "strong power grid, excellent assets, service quality,outstanding performance" and the development of modern company strategy, implement the performance management of the whole work in accordance with the unified state grid corporation of deployment and combination of the reality of G province electric power company work,.G province electric power company, starting in 2007 the department through the establishment of KPI performance indicators library, introduced a concept of performance of the contract, the implementation of the performance manager system, established performance evaluation resulting by application, feedback and complaints mechanism, the implementation of the performance appraisal of the whole project, but in terms of salary distribution and evaluation incentive, there are still some problems. Firstly, This article introduces the internal and external performance evaluation theory, especially the state-owned enterprises performance evaluation, research situation for the appraisal system of the optimization theory foreshadowing; Secondly, this paper briefly introduces the existing performance evaluation scheme in G province, in view of the existing performance evaluation scheme of the design,implementation, using smart analysis tools, in order to find the existing problems of performance appraisal system and the insufficiency. Then, forced distribution method by the use of key events such as performance management tools, combined with the actual management positions, through quantitative evaluation index, establishing the hierarchical evaluation mechanism, strengthen the application of performance result, optimize the existing system design, put forward based on "target" and "monthly key task" as the main line of G province electric power company management personnel performance appraisal system, to achieve to "focus on the overall annual performance assessment of the contract, monthly work planning, emphasis, however, emphasis on monthly work results, key inspection staff to implement the key tasks, work quantity difference, reflected highlights work motivation,around the center and focus, strengthening basic management assessment, strengthening employee behavior evaluation, the reasonable use" performance evaluation results of the performance evaluation purpose. Finally, combined with the optimization design and performance evaluation in the process of the implementation of possible problems, this paper puts forward a project performance evaluation in enterprise implementation of safeguards.This paper aims to the study on the implementation of the State Grid’s enterprise performance evaluation management institution, contributing to grid enterprise human resources management work, also hoping to provide some references for the performance management of State Grids through this study.
