Study On Holistic Governance Of Logistics Industry In Jiaozhou

As the economy enters a new normal,logistics has risen from the endindustry of the past to the lead industry,which guides production and promotes consumption and has played a great role in optimizing the industrial structure,enhancing the enterprise’s development backwardness,improving the quality of economic operation and accelerating the transformation of old and new kinetic energy.The Third Plenary Session of the 18th CPC Central Committee proposed that the modern logistics industry should be developed to form a corridor linking the East,West and North with the South.In 2014,the State Council issued a medium-and long-term plan for the development of logistics,placing modern logistics at the top of its list of key projects.The 13th Five-Year Plan refers to"logistics" 18 times,and outlines the key points of development from various aspects of national economic development.The 13th Five-Year Plan refers to "logistics" 18 times,and sets out the priorities and key points for the development of the national economy at all levels Then through the development of government,enterprises,and society,the integrated transportation system is constantly improved,and the flow channels between the East and the South and the north are unblocked,so as to better drive the development of the city logistics industry,become the problem that the participants in the logistics industry in jiaozhou urgently need to solve.The 19th National Congress of the Communist Party of China(CPC)reported that the continuous modernization of the country’s governance system and governance capacity,as well as the construction of a system that is complete,scientifically standardized and functioning effectively,are conducive to improving the effectiveness of government and departmental administrative performance,economic development,reform and opening up,and to enhancing market vitality.Through the theory of holistic management,this paper tries to solve the problems of functional fragmentation and service cracking in the development of modern logistics in jiaozhou city,and the root causes of these problems are analyzed through the absence of holistic governance concept,the fragmentation of different departments,the fragmentation of laws and regulations,the fragmentation of resources and markets,and the limitation of information technology,It also draws on the advanced experience of the government in the development of modern logistics at home and abroad,and constructs the governance structure and management system in the development of modern logistics in jiaozhou from the aspects of establishing the concept of holistic management,constructing the mechanism of integrated cooperation,realizing the policy,technology integration and promoting infrastructure connectivity.This is conducive to the coordinated actions of various departments and the enhancement of the synergy of efforts to improve the capacity and level of management of the modern logistics industry in Jiaozhou in an all-round way,so as to achieve the all-round economic and social development of the city,deep integration into the development strategy of greater Qingdao and the construction of a new modern and happy airport area.
