This paper will discuss management fragmentation in the railway area in China with the view of emergency by the help of holistic governance and System Theory. For a better and more detailed analyzing, the case study method will be adopted to help reform the former railway industry. We select a course of Railways abnormal operation encountered in 2011 in Zhejiang province, which was called "7 · 23" Yong-Wen highway accident. During the relevant facts’description and analysis, we will focus on three important sub-systems belonging to the railway’s emergency system, and they are technical sub-systems, organizational sub-systems and institutional sub-systems. Through the analysis of the fragmentation in these sub-systems, we try to further explore the causes behind and dig out the key formation mechanism resulted to fragmentation. According to the background of Ministry of Railways reform and practical demanding from the public, we find it urgent to solve the fragmentation status of emergency management in railway industry, which should be guided to reform and develop on the basis of a unified information platform under the Holistic governance, diversity of collaboration mechanisms and institutional system of emergency management. Finally, we try to investigate the status quo from the relevant Ministry of Railways and the prospect of reform, summed up a more general rule for other similar enterprises out of the reform bottlenecks and difficulties to help them adapt to changing market needs and provide a reference and available guidance models and frameworks.
