In recent years,the haze weather in Beijing,Tianjin and Hebei has become more and more serious,which has seriously affected people's normal life.Changing the mode of economic development and taking the low-carbon road of sustainable development has become an urgent task to improve the environment.The research shows that the high-tech manufacturing industry has the characteristics of knowledge,high technology intensity,rapid development,high added value and high efficiency.Vigorously develop high-tech manufacturing industry,undoubtedly conducive to the transformation and upgrading of industrial structure.So,by vigorously developing high-tech manufacturing,can we also get the effect of developing a low-carbon economy? This is precisely the question that this text wants to study.Through a comprehensive review of a large number of relevant documents,considering that China's economic development stage and overall technological level are still not high,and the actual needs of developing a low-carbon economy,this paper proposes that the "R & D funding intensity" should be put forward in the US Department of Commerce.On the basis of the two traditional indicators for defining high-tech industries,"the intensity of scientific and technological personnel input","energy consumption intensity" is also taken as one of the defining indicators.It is suggested that the selection of quantitative standards for high-tech manufacturing in China should be modified as follows: "R&D investment intensity" and "S&D personnel input intensity" are higher than the average level of Chinese manufacturing industry,and "Energy consumption intensity" is higher than that of our country's manufacturing industry."the manufacturing industry,which is lower than the average level of our manufacturing industry and meets the above two conditions at the same time,can be regarded as the high-tech manufacturing industry of our country and be given key support.Basedon these criteria and using the data from the third National Economic Census,we treat nine manufacturing industries that meet the criteria as high-tech.Then,the development status of the 9 selected high-tech manufacturing industries and their correlation effects with other industries are analyzed empirically by using the economic census data and the input-output table of Tianjin.Furthermore,through the establishment of SDA structural decomposition model(IO-SDA)based on input-output table,the main pollutants such as SO2,NO2 and PM2.5primary sources emitted by various industrial departments in Tianjin are analyzed.Based on this,the contribution of high-tech manufacturing to the emission reduction of these pollutants is calculated to further quantify the impact of high-tech manufacturing on low-carbon economy.Last Based on the empirical analysis of this paper,this paper puts forward some policy suggestions on how to effectively utilize the industrial correlation effect between high-tech manufacturing and other industries in Tianjin.
