Tianjin's High-tech Manufacturing Industry Correlation Effects And Its Environmental Effects Analysis

In recent years,the foggy weather has become increasingly serious and affected people's normal life in the Bejing-Tianj in-Hebei region.So,taking the low-carbon has become a priority to improve the environment.As China has been developed into the "new normal" economy now,how to transform and upgrade the economic structure to achieve high-speed economic growth has become an important issue.At May 8,2015,the State Council issued "Made in China 2025".to achieve the goal of manufacturing power through the "three-step".The research shows that high-tech manufacturing has the characteristics of high knowledge and high technology concentration,fast development,high added value and high efficiency.No doubt,developing high-tech manufacturing industry contribute to the transforming and upgrading of industrial structure.So,whether it can achieve low-carbon economy by developing high-tech manufacturing industry?In other words,can we unify the strategy of "Made in China 2025" and the goal of low-carbon economy,to achieve high-speed economic growth and to promote low-carbon economic?This is indeed the question to be studied in this paper.Through a comprehensive study of a large number of relevant literature,we found that the US Department of Commerce based on "R&D funds into the intensity","scientific and technological input intensity",to select high-tech industry;OECD only based on "R&D funds into the intensity".to select high-tech industries;Our country definite the high-tech industry only based on R&D investment intensity;so far,no official organizations or institutions will put "low energy consumption" as a high-tech industry screening criteria.To this end,this paper takes into account that China's economic development stage and the overall level of technology are not high,coupled with the practical needs of the development of low-carbon economy,says that based on "R&D funds into the intensity","scientific and technological input intensity",which the United States Department of Commerce(DOC)puts,and take the energy consumption intensity" as one of the definition indicators,and the quantitative criteria to do the following:either of the"R&D funds into the intensity"and"scientific and technological input intensity" is higher than the basis for the definition of high-tech industry.The "energy consumption intensity" is lower than the average level of China's manufacturing industry,while two conditions to meet the above two conditions can be used as our country's high-tech manufacturing industry,to be key support.Based on the above criteria,using the third national economic census data,we will meet the standard nine manufacturing industries as high-tech manufacturing industries.Then,taking Tianjin as an example,this paper makes an empirical analysis on the development status of the nine high-tech manufacturing industries and the correlation effected with other industries.We found that the development of high-tech manufacturing has some shortcomings in Tianjin.The "R&D funds intensity”and”scientific and technological input intensity "of automobile manufacturing and other manufacturing industries are both lower than the average level of manufacturing in Tianjin;In nine manufacturing industries and other manufacturing industries have a strong industry-related effects on other industries,playing a strong role in promoting,and several other high-tech manufacturing industry-related effects are weak;They are characterized by "low energy consumption" in Tianjin,through direct or indirect industrial correlation effects,having closely related to chemical raw materials and chemical products processing industry and other high energy consumption industries,and may have a certain negative impact.In this paper,the structural decomposition of SO2,NOx and PM2.5 discharged from various industrial sectors in Tianjin,during the process of energy consumption,is analyzed by using structural decomposition model of SDA.Technology manufacturing industry to these pollutants"emission reduction" contribution to further quantify the impact of high-tech manufacturing on low-carbon economy.Finally,based on the empirical analysis of this paper,how to effectively utilize the industrial correlation effect between high-tech manufacturing industry and other industries put forward some targeted policy recommendations,not only realize the high-speed economic growth,but promote the development of low-carbon economy.
