China's performance management has undergone theoretical and practical exploration in various stages,and has initially got achievement.However,due to the starting late'there are also obvious problems such as inadequate monitoring means,low efficiency use of funds,vague performance consciousness and so on,especially in government departments.Our country forestry enterprise unit is mainly composed of government allocated special funds,its main job is to these funds are reasonable for the ecological environment construction and the environment as well as the development of forestry and so on.The implementation of scientific,highly effective and budget project performance management not only can combat corruption and build a clean government,but also rationally allocate finite resource.At the same time,it is profitable for development of government.Nevertheless,due to the large input amount,longer operation period,difficult regulation process,and not obvious results in short term of forestry financial special fund,it is hard to accurately gauge the input and output of forestry projects funds.Considering those features,the analysis and evalviation on forestry project budget performance can be applied to most of the government departraents,which has stronger representative,feasibility and theoretical research value.This paper takes the performance management work of H forestry bureau as the research object,by considering the present situation of H forestry bureau,exploring the current project expenditure performance management framework system,analyzing the advantages and disadvantages.At the same time,in-depth analysis of the agency project performance management problems and causes,mainly are the insufficient consciousness of performance management,incomplete project expenditure budget,low implementation and quality of project performance management.The reasons are the not scientific existing project budget performance evaluation system,incomplete internal audit environment,focus on the management emphasizes ex post evaluation and ignoring the former and middle management.This paper proposes suggestions for further improving the performance management of H forestry bureau,mainly including strengthening project performance management consciousness,training high quality performance managements,enhancing internal supervision,attaching great importance to the project budget management of internal audit,regulating project performance management process,optimizing project performance management assessment form and further building the more perfect performance evaluation of the project.
