Nowadays, the global manufacturing industry is undergoing major changes. The deep integration of information technology and manufacturing has launched a new industrial revolution rapidly. In order to ensure the leading position of the domestic manufacturing industry, major manufacturing countries have implemented intelligent and information strategies.Since the promulgation of "Made in China 2025" in China, the smart manufacturing enterprises represented by the Yangtze River Delta region have developed rapidly, but the long-term problems have made the Yangtze River Delta intelligent manufacturing enterprises unable to Cultivate industry-leading companies, such as extensive management,low-efficiency management, weak competition and insufficient sustainability. In addition, the increasingly fierce international competition requires smart manufacturing companies to have leading-edge technologies and effective resource allocation to promote the expansion of enterprises. Therefore,Studying the operational efficiency of intelligent manufacturing enterprises in the Yangtze River Delta region is of great significance to the transformation and upgrading of China’s manufacturing industry and the enhancement of national competitiveness.Based on the collation and research of related literature, this paper considers the regional heterogeneity of the development of intelligent manufacturing in the Yangtze River Delta region.Based on the measurement of the overall operational efficiency of intelligent manufacturing enterprises in the Yangtze River Delta region, the Yangtze River Delta region is further divided into four regions, such as Jiangsu area Zhejiang area Anhui area and Shanghai.By establishing a two-stage DEA model, the operation process of the intelligent manufacturing enterprise is divided into two interrelated phases:the internal operation stage and the capital utilization stage. The overall efficiency of the 2012-2017 Yangtze River Delta and the intelligent manufacturing enterprises in each region and sub-stage efficiency are measured.Subsequently, the Tobit model was established to empirically test the factors affecting the operational efficiency of intelligent manufacturing enterprises in the Yangtze River Delta region, and proposed policy recommendations to improve the operational efficiency of enterprises. The empirical results show that, from the overall perspective, the intelligent manufacturing enterprises in the Yangtze River Delta region have low operational efficiency, and neither the internal management phase nor the capital utilization phase has reached an effective state. From the perspective of regional heterogeneity, the operational efficiency of each region is from high to low:Zhejiang,Shanghai,Anhui and Jiangsu;the efficiency of internal operations in each region is from high to low:Shanghai,Zhejiang,Jiangsu and Anhui;the efficiency of the regional use of funds from high to low is:Anhui,Zhejiang,Shanghai and Jiangsu. The results of Tobit model show that human capital, market size, asset size and cost profit rate have an impact on the operating efficiency, internal operation efficiency and capital utilization efficiency of smart manufacturing enterprises. The concentration of ownership only exists for the operational efficiency and internal operation efficiency of intelligent manufacturing enterprises. There is no influence on the establishment time, the net sales rate of the enterprise and the operational efficiency of the intelligent manufacturing enterprise and the efficiency of each sub-phase.
