Human resources are among the most critical resources of enterprises,and reflect their core competitiveness.In recent years,as Chinese state-owned enterprises have actively practiced the national innovation-driven development strategy,professional technicians have become important forces in technological innovation and advance.However,there are still common bottlenecks in the promotion of professional technicians in state-owned enterprises.Therefore,how to motivate the professional sequence staff and realize the rational allocation and employment of professional technicians is an important issue in the staff promotion management of enterprises.In this paper,the professional sequence staff promotion system of a state-owned enterprise is taken as the object of the case study.A questionnaire survey and interviews have been conducted to find out problems in current professional sequence staff promotion and analyze the causes;then,an optimization scheme has been put forward based on the theory.According to the findings,Company H recorded a low overall satisfaction,low promotion frequency,limited promotion space and insufficient promotion incentive in terms of the professional sequence staff promotion.Based on the analysis,the causes for difficulties in promotion include irrational promotion rank setting,single promotion channel,unclear promotion standard and unscientific promotion assessment indicator.Finally,the paper gives a specific optimization scheme in four aspects,namely rank setting,promotion channel,promotion standard and promotion procedure,and promotion assessment indicator,mainly involving increase of ranks,subdivision of professional subsequences,dynamic rank management,establishment of a two-channel promotion system,definition of promotion standard and promotion procedure,and development of an assessment indicator system of “position qualification certification + scoring management”.This paper studies cases and gives an optimization scheme,so as to further enrich the theoretical and applied studies on promotion management,and facilitate the promotion and improvement of the company's human resource management.Meanwhile,it provides reference and experience for similar enterprises,with a certain practical significance.
