With the advancement of the mechanism of human resources in the new era,management is constantly improving and perfecting.Major SMEs are gradually considering to the demand and cultivation of talents as a core role.However,how to screen talents effectively in an all-round way have been on the hot list of resource management issues.This question has also been a key content in the process of reform of state-owned enterprises in China.Due to national policy factors,China's state-owned enterprises are relatively closed and backward in their human resource management concepts and systems.Especially in the tobacco monopoly industry like YC,the company has various problems in human resource management,especially the company's Core positions require research based on competency to optimize and improve human resources.This paper mainly focuses on YC's tobacco monopoly inspection post personnel,and is divided into four parts in the structure of the paper: The first part is the introduction.This part is the background and significance of the research,the research content,methods and innovations of this paper;the second part is a review of relevant theories.It expounds the meaning of competency quality and quality model,the type of quality model,the construction principles and methods,and the related research of scholars at home and abroad.The third part is to establish the competency model of YC company's monopoly auditors.This part is mainly about the introduction of the status quo and modeling necessity of the personnel in the monopoly inspection position,focusing on the research on the competency model of the monopoly auditing position;the fourth part is the application and guarantee of the model.This paper has sorted out the current state of YC company inspectors and carries on the analysis,content method,questionnaire survey method,behavioral event interview method,select the conforms to the audit staff is qualified for quality,finally according to the division of work content,respectively three working groups of auditing job competence quality model.Based on the competency model,the personnel selection and appointment,business training and performance assessment that match the enterprise environment of YC company are constructed,so as to improve the management system of YC company's exclusive auditposition.I hope this dissertation can provide an effective reference for the management of YC's monopoly auditing positions.
