With the continuous improvement of China's urbanization,the improvement of infrastructure has become a key issue related to the living environment and residents' living standard.In recent years,as a public-private cooperation mode aiming at achieving "win-win",PPP model has been vigorously promoted by the central and local governments to meet the public's demand for infrastructure and reduce the financial burden.With the increasingly development of environment of PPP model,more and more infrastructure projects begin to change from the traditional government investment mode to the PPP model to attract investment from social,and the issue of performance management also came into focus.China Ministry of Finance and the National Development and Reform Commission have issued numerous policy guidance opinions on PPP performance.On September 25,2018,the opinions on the full implementation of budget performance management issued by Chinese Communist Party Central Committee and the State Council of the People's Republic of China included the performance management of PPP projects into the scope of comprehensive budget performance management,but lacked the implementation details of actual operation.Quasi operational infrastructure PPP projects due to the large investment,long period,huge Numbers of stakeholders,the exposed problems in the implementation process is more,and academic performance evaluation of related research is less,so how to scientifically and accurately on the operational infrastructure PPP project performance evaluation is an important issue worthy of attention and reflections.On the basis of reading relevant literature,this paper discusses the performance of quasi-operational infrastructure PPP projects.The first part introduces the background and significance of this paper,analyzes the research status of PPP project performance evaluation at home and abroad,and determines the research content,research method and technical route of this paper.The second part defines the research object and related concepts of performance evaluation,and discusses the related theories of PPP project performance evaluation.In the third part,on the basis of determining the construction thoughts of the performance evaluation system in this paper,the preliminary evaluation index system is obtained by literature research method and questionnaire survey method,and the indicators are further screened by mathematical statistics method to obtain the performance evaluation index system of quasi-operational infrastructure PPP projects.The fourth part selects the entropy method to determine the weight of the index system,compares the commonly used evaluation methods,and selects the Topsis method to build the evaluation model of this paper.Fifth part of the use of entropy Topsis model for Beijing metro line 4,Shenzhen metro line 4,Guangzhou metro line 1 to evaluate the performance of three typical cases,and compare the results with the actual situation to verify the feasibility of the model,and according to the case evaluation results,combine the domestic current situation of the project of the implementation of the proposed improved quasi operational infrastructure PPP project performance level of countermeasures and Suggestions.The sixth part summarizes the research conclusions of this paper,analyzes the deficiencies in the research process,and puts forward the problems that need to be further explored.The innovation of this paper are as follows: a set of performance evaluation index system for quasi-operational infrastructure PPP projects is established,including 4 first-level indicators,10 second-level indicators and 29 third-level indicators.Based on the government perspective,this paper tries to apply the entropy weight-topsis model to the performance evaluation of quasi-operational infrastructure PPP projects,and constructs the performance evaluation model of quasi-operational infrastructure PPP projects.
