Research On The Performance Of Financial Poverty Alleviation In Xiangxi Autonomous Prefecture

Poverty is a major economic problem that cannot be avoided in the process of social development.For a long time,China has been committed to eradicating poverty in poverty-stricken areas.After the party's 18th National Congress was held,the state put forward the grand goal of building a well-off society in an all-round way in 2020,and incorporated poverty alleviation into the strategic layout of the new era.Xiangxi Autonomous Prefecture is a typical deep poverty-stricken area.All 7 counties in 8 counties and cities are all state-level deep poverty counties.As an important part of Hunan's social development,the poverty alleviation work of Xiangxi Autonomous Prefecture has been highly concerned by the Hunan Provincial Government.At this stage,there is a certain gap between the economic development level of Xiangxi Autonomous Prefecture and other cities in Hunan Province.This requires the Xiangxi Autonomous Prefecture to fully consider the performance of financial poverty alleviation funds while increasing financial input for poverty alleviation.This paper takes Xiangxi Autonomous Prefecture as the research object.After expounding the concepts related to financial poverty alleviation and the theory of poverty,this paper first analyzes the current basic situation of Xiangxi Autonomous Prefecture,including the basic situation of economic,political and cultural aspects of Xiangxi Autonomous Prefecture and the root causes of long-term poverty in Xiangxi Autonomous Prefecture.Secondly,through the data sorting,the historical poverty alleviation policy of Xiangxi Autonomous Prefecture,the current poverty alleviation status and financial input are sorted out.Thirdly,through the comparison of relevant data,firstly use the comparative analysis method to study the financial poverty alleviation input and output indicators of Xiangxi Autonomous Prefecture from the aspects of economic benefit and social benefit,and then adopt the dynamic performance measurement method data envelopment analysis method(DEA)and the static performance measurement method Malmquist index method,analyze the performance of financial poverty alleviation funds in 7 counties and 1 city of Xiangxi Autonomous Prefecture in 2011-2017.
