A Survey Of The Development-oriented Financial Poverty Alleviation In Hunan Xiangxi City J

Since the reform and opening up in 1978,more than 700 million poor people in China have been successfully lifted out of poverty.On October 18,2017,Xi Jinping,the general secretary of CPC,made a report that implementing precise poverty alleviation and promoting "precise poverty alleviation" to the national strategic level,which as a part of 13th Five-Year Plan in China.He claimed that we should transform poverty alleviation from the past "eliminating poverty" into "development-oriented poverty relief",from "Blood-transfusion poverty alleviation" into "Hematopoiesis poverty alleviation".By 2020,poor people achieve that "do not worry about wearing,eating,housing security,compulsory education,basic health care".All the national poverty county(city)to realize getting rid out of poverty,build a well-off society in an all-round way.The report of the 19th national congress of the communist party of China stressed to carry out the task of poverty alleviation in deeply poverty-stricken areas and cracked the problem of overall regional poverty.Located in the center of Wuling mountain,Xiangxi J city is a national poverty-stricken county-level city and the main battlefield of poverty alleviation and development in hunan province.In this dissertation,based on the perspective of poverty alleviation and development at the grass-roots level,citing academic theory,such as for poverty alleviation,by means of questionnaire and household interview of J city 6 township and 8 samples villages,nearly one and a half months from the poor peasant households basic information,developmental financial poverty alleviation implementation situation and policy satisfaction statistical analysis about the present situation of J city developmental financial poverty alleviation,and the developmental financial poverty alleviation of comprehensive analysis of the factors which influence the overall satisfaction.The main investigation contents of this dissertation are as follows:(1)Through in-depth research analyzes the basic poverty,the scale and features in city J,and sums up the developmental financial poverty alleviation and the concrete implementation and results,and by combing the domestic and foreign about poverty causes,financial poverty and poverty alleviation policy implementation effect evaluation of academic literature,for later on developmental financial effect and poor satisfaction evaluation research provides the theoretical basis and assessment framework;(2)Build a developmental financial poverty alleviation effect evaluation system,based on the perspective of consumption,using quantitative Likert Scaling,try from poor support for developmental financial industry and so on several big performance for poverty alleviation the implementation situation and poverty alleviation project funds management satisfaction,calculating the average each index of the comprehensive analysis and evaluation;(3)Understand and summarize the basic characteristics of poverty-stricken households and their causes of poverty through field survey and interviews with peasant households,and summarize and analyze their awareness of and participation in development-oriented financial poverty alleviation;(4)Make a comprehensive analysis of the problems in the process of development-oriented financial poverty alleviation in city J through field research,and put forward feasible countermeasures and suggestions based on the resource endowment and comparative advantages of city J.The countermeasures and Suggestions are mainly from the integration of poverty alleviation forces from all sectors of society,promoting the diversified development of industries,actively introducing policies to improve the incentive system,increasing the breadth and depth of publicity,and enhancing the basic quality of poor households.
