| Since 2012,China’s CBEC(cross-border e-commerce)has flourished,with trade volume increasing year by year.CBEC has become a favorable breakthrough point for China’s foreign trade.However,the development of cross-border logistics cannot keep up with the speed of CBEC.Traditional cross-border logistics has been replaced by overseas warehouses,a new model,which can effectively solve many problems such as slow aging,high cost,and inadequate after-sales service,owing to its restrictions on CBEC.In 2016,Premier Li Keqiang pointed out in the work report that it’s essential to expand pilots of CBEC and support enterprises to build "overseas warehouses".Many companies were committed to the construction of overseas warehouses to improve their own competitiveness as well as gain more market shares.and take more market share.However,there are many risks in the construction,which has seriously hindered the further development of CBEC overseas warehouses.Therefore,effectively assessing the risk during the process & summarizing the countermeasures has become a breakthrough for the risk prevention of CBEC enterprises,which has important theoretical and practical significance.Based on the context,documentary analysis and empirical research method are used in the paper to identify & summarize the risk factors effectively in the construction of overseas warehouses.In addition,the analytic hierarchy process(AHP)and fuzzy synthetic evaluation method are adopted,building a risk assessment system by using 7 primary indicators & 21 secondary indicators with the purpose of offering workable risk assessment methods.For the last part,taking company as an example,the abovementioned assessment system helps to evaluate the risk of building overseas warehouses and strategies which enables CBEC enterprises to avoid it have been proposed. |
