Along with the growing prosperity of the housing consumer market,real estate as a special consumer product,due to social individuality and resource variability,most low-and middle-income people can hardly rely on their own economic strength to achieve housing self-sufficiency.As an important issue of people's livelihood,governments have vigorously promoted the construction of affordable housing,and tried to achieve the goal of “living and living” of socially disadvantaged groups through secondary distribution means.It has become a solution to the housing difficulties of low-and middle-income groups in China.One of the most effective ways.At present,there is a huge financial gap in the construction of affordable housing in China.Over the years,its development funds have mainly relied on government investment.The huge capital demand has increased the government's financial pressure.The funding gap has become the biggest bottleneck restricting the construction of affordable housing.The government-led package construction model can no longer adapt to the current situation,actively introducing the Public Private Partnership(PPP)model into the field of affordable housing,and can fully utilize the market competition mechanism to make up for the lack of government capacity to fill the affordable housing.Fund vacancies.At present,the application of PPP in China to affordable housing construction is still in its infancy,and a benign mechanism has not yet been formed.Judging from the actual situation,due to various factors,China's construction of affordable housing is not fast enough,and there is still a long way to go before the expectations of the central government.This paper sorts out the system of affordable housing in China and the current financing situation of affordable housing.The analysis framework of the main body-mechanism-impact factor of affordable housing PPP financing project was established,and the operation mechanism of PPP financing project construction of affordable housing was expounded.The theoretical framework was used to analyze the factors of social capital entering the construction of affordable housing financing,followed by analysis.The problems existing in the operation of existing affordablehousing PPP financing projects.In terms of research methods,this paper is based on the analysis of the status quo and problems of the development of affordable housing in J province.The PPP financing project of the affordable housing in X city is taken as the research object.Through the analysis of individual cases,the development status of the PPP financing project of the affordable housing in X city is analyzed systematically.And there is a bottleneck.Finally,drawing on the experience of successful cases at home and abroad,aiming at the existing problems between the various financing sub-mechanisms,from the aspects of policy environment,economic benefit,risk control,supervision and management,and information security,the success of the PPP financing project of X City Operation provides feasibility advice.
