In recent years, along with the rapid growth of China’s economic improvement, people’s housing problem has become a major livelihood project in the economic and social development. After the central clearly called for accelerating the urbanization process, the masses’ rigid demand for the affordable housing is increasing day by day, and their demand for improvement of life quality is becoming more and more impendency. However, in the course of the affordable housing construction, a huge financing gap is an unavoidable question of reality. Therefore, an effective financing model, and a reasonable capital structure is not only the most important prerequisite for promoting the construction of affordable housing, and is also the key to success of the construction of affordable housing.This article is proceed from the actual situation of China’s current affordable housing construction. Firstly, elobrate the social background and practical significance of China’s affordable housing construction, and furtherly clarify the research ideas and frameworks. Secondly, introduce the concerned concepts of the affordable housing financing system, and select four representative countries, such as England, Japan, Singapore and Holand, whose monetary system is more better and finacing system is more completely, to carry on research separately, and carefully identify their direct similarities and differences, as an important reference of the establishment and improvement of our country’s financing model. Thirdly, analyze the development process, the existing problems and their root causes of China’s affordable housing construction, and propose financing suggestions of our country’s affordable housing construction, including the exploration and research on financing models, financing channels and policy systems and so on. Then, make a deep and comprehensive summary and analysis on one model through a case analysis of XX district of wenzhou, to provide a realistic reference to our country’s affordable housing construction financing. Finally, combination of the above analysis, reach a conclusion that the financing model of affordable housing needs to change the financing structure, from major financial investment by government to the mutual cooperation and development of government, enterprises and communities; enrich project financing models, expand project financing fields; digging the potential capability of capital markets, including funds, insurance, bonds, to make the capital market participate fully in the construction of affordable housing; to refine the division of duties of government, enterprises and communities in the affordable housing construction, work in cooperation, and protect the investors’ interests. At the same time, make clear the research and exploration fields in the next stage.
