Rural labour mobility is often the Basic Law of the process of industrialization in all countries of the world.With the development of industrialization,rural labor flow not only to make up for the input of the labor gap,become an important part of the industrial labor force;while migrant workers to ease the pressure on the output of employment,through the ”remittance " way to the output,the income level of farmers has been greatly improved,accelerating the economic development of ruralShandong province,as one of the large population provinces,has a high level of economic development,but there is a large gap between the coastal areas and the central and western regions.In reality,economically developed regions and economically underdeveloped regions of the degree of attractiveness of the labor force is different,rural labor mobility have played a positive role in promoting its economy,but its impact and the effect is not the same.So what is the impact of labor as a factor of production on the net input and output of the net economy? And how can rural labour mobility be promoted to enhance the contribution of rural labour mobility in Shandong province to economic development? To solve these problems,it is beneficial to play an effective role in rural labor mobility for the economic development of Shandong province,and study the economic impact of rural labor mobility in Shandong province,can provide experience for the country and other regions.Therefore,this paper first analyzes the economic effect of rural labor flow mechanism,because rural labor flow on the net input and net output has no economic impact,so respectively,from the income effect 、 technological progres 、 industrial structure and Human Capital effect analysis of the net output and the net input.Secondly,the analysis of rural labor mobility in Shandong province,and the net output to promote the farmers in terms of income,improve the human capital and ease the pressure on employment,for the net input to change the consumption behavior,optimize the industrial structure.Once again,the economic development situation around the city combined with rural labor mobility in Shandong province is divided into two groups: the net output area and the net input area.On the basis of the theoretical model,the following six variables were selected: GDP,rural labor mobility,per capita income level,the level of urbanization,the level of financial development and industrialization level,the use of panel data empirical analysis of rurallabor mobility respectively net output and net input economic impact.Test results show that in 2007-2017,from the level of economic development in terms of GDP in Shandong province to the net input and net output of economic development has a positive impact,per capita income level and the level of financial development to promote the net input of economic growth,but the development of urbanization and industrialization inhibited the net input.Finally,some suggestions were put forward,from the perspective of net input,not only to strengthen the training of rural labor force human capital and skills,but also to establish an equal employment system to attract more rural labor mobility.from the perspective of net output,first to improve the rural labor return policy,second develop local new industries,accelerate the industrialization of Agriculture,third the introduction of imported real estate,so as to promote rural labor mobility to contribute to the sustained long-term economic development of net input and net output.
