Research On Fiscal And Tax Policies For Promoting The Integration Of Urban And Rural Development In Inner Mongolia

In the next few years,it will be a crucial period for China to decisively fight and win the building of a well-off society in an all-round way.It is also a crucial period for gradually solving the contradiction between urban and rural dual structure and realizing the integration of urban and rural relations.The 19 th National Congress of the Communist Party of China put forward the concept of "urban-rural integration and development",which indicates that China's urban and rural areas have entered a new stage of integrated development,but the theory and practice show that there are still many factors that restrict and hinder the integration and development of urban-rural relations.Therefore,the Central and Inner Mongolian governments have formulated a series of fiscal and taxation policies,which provide favorable support for more effectively promoting the integration of urban and rural development in Inner Mongolia and exploring the effective implementation path of rural revitalization in Inner Mongolia.The integration of urban and rural development is not only the integration of macroscopic aspects such as space,ecology,culture and economy,but also the free and integrated development of market factors between urban and rural areas.How to implement the urban and rural policies and how to improve the policies are all major issues that should be studied.We need to continue to explore and gradually optimize and improve the current fiscal and taxation policies according to actual conditions.Based on the above research background,based on the actual situation of urban and rural development in Inner Mongolia,supported by relevant theories,through the integration and analysis of relevant data,it is found that the current fiscal and taxation policies have achieved remarkable results in promoting the integration of urban and rural development in Inner Mongolia,and a series of data is used in the paper.The chart analyzes and expounds the effects of urban and rural economic development,urban and rural social undertakings,urban and rural residents' life,and urban and rural infrastructure construction.At the same time,on the basis of combing and summarizing the relevant fiscal and taxation policies,the evaluation index system for the implementation of fiscal and taxation policies was established.First,the system was divided into one target layer,three intermediate layers and 17 decision-making layers by using the analytic hierarchy process.Secondly,The main influencing factors of each subsystem are screened by factor analysis method,and the entropy method is used to calculate the integration index of urban and rural economy,urban and ruralsocial undertakings,urban and rural life and comprehensive integration index of Inner Mongolia 12 Union City,and then analyze the development of urban and rural integration..It is found that there are some problems in the process of urban-rural integration development in Inner Mongolia.For example,the development of the eastern,central and western regions is uneven,the income of farmers and herdsmen needs to be improved,the medical and health care of farmers and herdsmen,and the infrastructure construction of agricultural and pastoral areas need to be improved.This reflects the current implementation of the fiscal and taxation policies in terms of supporting regional balanced development,the use of fiscal funds,the degree of policy fit and strength,and to some extent hinder the development of urban and rural integration.Therefore,based on empirical analysis and policy,we will sort out the results and use the advanced experience and enlightenment of foreign developed countries to implement fiscal and taxation policies to support urban and rural integration development.We will improve fiscal and taxation policies from regional balance,increase financial support for urban and rural integration,and improve policies.The degree of conformity and intensity,the improvement of the urban-rural integration system,and other aspects of the current fiscal and taxation policies to promote the integration of urban and rural development,to provide a theoretical reference for the construction of a more fiscal and taxation policy system that is more suitable for the actual implementation of urban and rural integration in Inner Mongolia.
