The central file for many years focused on three problems about countryside, agriculture and farmers, clearly pointed out that the integration of urban and rural development is the fundamental way to solve these problems, and in urban and rural areas of equal exchange and public resource allocation policies and measures. Jiangsu Province proposed to take the lead in the integration of urban and rural development, and become the first area of the country. Therefore, the integration of urban and rural development is an important part of the national development strategy, has become a hot issue of the whole society, the vital interests of the people.Firstly, this paper expounds the connotation and goal of urban and rural development, analyzes the relationship between the public finance and the development of urban and rural areas. Then take Jiangsu Province as an example, the financial policy practice of promoting urban-rural development in Jiangsu province is summarized, and some problems related to finance are analyzed. The government financial resources are difficult to be used in rural areas, rural basic public services, the government debt risk, the cost sharing mechanism in the process of urbanization, the use effect of financial support for agriculture, etc. On this basis, this paper puts forward the Jiangsu to promote integration of urban and rural development and fiscal policy change path:regulating government subordinate financial distribution relation; the second is to actively promote the equalization of basic public services in urban and rural areas; the third is to continue to increase financial input in agriculture, rural areas and farmers; the fourth is to play to the construction of small cities and towns leading role in gathering; the fifth is to further promote the comprehensive rural reform, to improve the performance of financial capital.
