The Relationship Between Innovation Policy Supply And The Development Of Small And Micro Enterprises

Under the background of Mass entrepreneurship and innovation,small and micro enterprises have become an important force in the process of China's socialist modernization.Its role in maintaining social stability,increasing employment,and improving economic vitality is obvious,and it has attracted the attention of scholars.Zhejiang is the most active province in the private economy.Hangzhou?Ningbo and Wenzhou constitutes the “iron triangle” of Zhejiang's economic development.This paper takes the innovation policy for small and micro enterprises issued by them as the research object.Then get text analysis and content analysis of policy documents by software and rooted research to divide innovation policy supply into demand-based policy,environmental-oriented policy and supply-oriented policy.And compare their differences..The study found that in terms of demand-based policies,Hangzhou has strong support for government procurement projects than Wenzhou and Ningbo,and has obvious development priorities.In terms of environmental policies,Hangzhou is more willing to support entrepreneurial parks,guarantee institutions and the transformation of scientific and technological achievements.Ningbo is highly rewarded for the newly established national,provincial and municipal entrepreneurial platforms.Wenzhou has the highest subsidies for human resources service organizations.In terms of supply-oriented policies,Hangzhou provides the most convenient loan policy for college students and others,and can provide the highest rent subsidies.However,there are fewer incentives for patent pledge loans,small micro enterprise invention patent rewards,and enterprise upgrades;Ningbo attaches great importance to the cultivation of college students' entrepreneurial quality and provides diversified subsidy policies;Wenzhou only has obvious advantages in stimulating small and micro enterprises to upgrade their regulations.Further analysis found that the rent subsidy for entrepreneurs have an effect of the number of new small and micro enterprises;the incentives for entrepreneurial platforms in environmental policies can improve the number of new technology-based small and micro enterprises and the number of new provincial entrepreneurial platforms.Wenzhou's higher rewards for upgraded small and micro enterprises have become an important force to promote the development of local small and micro enterprises.Because of the lack of demand-based policies such as government procurement,due to the fewer number of new technology-based small and micro enterprises.Finally,this paper attempts to propose a proposal to promote the development of small and micro enterprises: increase the share reserved for small and micro enterprises in government procurement.Increase subsidies for college students' entrepreneurship and employment in the supply-oriented policy.Increase the proportion of patent pledge loans to promote financing.In addition,we must create a good business environment,increase incentives for entrepreneurial platforms,attract more companies to come here,and avoid the shortage of backup upgrades.The research findings of this paper can not only clearly present the overall layout of the innovation policy of small and micro enterprises in Zhejiang Province,but also provide a policy reference for the sustainable development of small and micro enterprises,and thus have strong practical value.
