A the second half of the 20th century, the characteristics of the knowledge economy became more and more obvious, and the cases of rapid economic development caused by technological innovation are not uncommon.Economists at home and abroad have been focusing on how to better promote the development of technological innovation. In China, science and technology innovation is placed in the core development position, and innovation-driven development strategy is implemented.A large number of empirical studies have shown that in different countries, regions or industries, the industrial diversification aggregation model and the industrial specialization aggregation model have different degrees of influence on technological innovation. The cities above the prefecture level in China are the main places for technological innovation and economic development. It is of great practical significance to study which industrial aggregation mode can better promote technological innovation above the prefecture level and for urban development and urban competitiveness. From the perspective of technology spillover effects in different industrial agglomeration models, this paper collects data from 238 prefecture-level cities in China from 2010 to 2016.By constructing spatial scales in which cities and towns interact with each other, spatial panel regression is used.Based on the empirical results, the following conclusions can be drawn:(1)For the whole country, the industrial specialization aggregation mode can promote the development of technological innovation in prefecture-level cities more than the industrial diversification aggregation model.(2)In the eastern and central regions, the industrial specialization mode can better promote technological innovation in cities above the prefecture level. In the western region, the industrial diversification aggregation mode inhibits technological innovation in cities above the prefecture level.(3)For the whole country, there is a positive spatial spillover effect between cities above the prefecture level.Specifically, there is a positive spatial spillover of technology spillovers between prefecture-level cities in the eastern and western regions, while the spatial spillover effect of technology spillovers between prefecture-level cities in the central region is not significant.
