Research On Precision Poverty Alleviation From The Perspective Of Government Auditing

The report of the Nineteenth National Congress clearly points out that it is our Party's solemn and powerful promise to make poverty-stricken areas and povertystricken people enter a well-off society in an all-round way with the whole country.Fully mobilize the strength of the whole Party and the whole society,firmly grasp the word "accurate" in poverty alleviation and poverty alleviation,adhere to the principle of "overall planning of the central government,overall responsibility of provinces and implementation of cities and counties" in the work mechanism,adhere to the keynote of poverty alleviation,attach importance to the organic combination of poverty alleviation and support of the will and wisdom,and continue to strengthen the cooperation between the East and the West in poverty alleviation,and focus on solving the problem.The task of shaking off poverty in deeply backward areas is to ensure that all the poor people will be lifted out of poverty by 2020.All poor counties will take off their hats,overcome the problem of regional overall poverty and achieve real poverty eradication.At the present stage,China's economy is growing at a high speed,accompanied by the continuous increase of fiscal revenue.Therefore,the state continues to increase investment in special financial poverty alleviation funds,while solving livelihood issues as the top priority.The large amount of funds invested in poverty alleviation has made the remarkable poverty alleviation effect of the Chinese government recognized internationally,but the efficiency of poverty alleviation work has also been greatly constrained by the non-standard management and use of funds.In order to better implement China's poverty alleviation and development policies,it is of vital importance to examine the precise poverty alleviation work from the perspective of auditing.It not only reveals the problems of poverty alleviation work at the key nodes,but also ensures the effectiveness of the use of poverty alleviation funds.Based on the analysis of the problem of precise poverty alleviation in S Banner of Inner Mongolia Autonomous Region,this paper takes S Banner of Inner Mongolia Autonomous Region as the research object and adopts the method of case analysis to find out the deficiencies of S Banner in precise poverty alleviation work,which are manifested in inaccurate identification of precise poverty alleviation,low performance of poverty alleviation projects,slow progress or stagnation of poverty alleviation projects,etc.On The key factors of the above shortcomings,finally put forward the relevant countermeasures and suggestions to improve the precision poverty alleviation work at the grass-roots level,namely,strengthening the overall planning and pre-demonstration work of poverty alleviation projects,strengthening the accurate identification work,strengthening the progress of poverty alleviation projects,strengthening the establishment and improvement of the management system of poverty alleviation funds,and strengthening the management and supervision of poverty alleviation funds.The above research not only provides guidance for S Banner's precise poverty alleviation work,but also has reference significance for grassroots precise poverty alleviation work in other ethnic areas,and ultimately promotes the realization of policy objectives and improves national governance.
