Research On Rural Financial Poverty Alleviation Under The Background Of Targeted Poverty Alleviation

Poverty alleviation and development is the key measure of building a well-off society in an all-round way in China.At present,China is in the final sprint stage of poverty alleviation and development.In order to ensure that all the rural poor will be lifted out of poverty by 2020 and all the poor counties will be lifted out of poverty,precise poverty alleviation work has been carried out in many levels,angles and ways.As an important way of precise poverty alleviation,financial poverty alleviation can fully stimulate the enthusiasm of the poor groups with productive capacity and development will,promote the ability of farmers to develop independently and promote the healthy and sustainable construction of rural economy.Therefore,more and more poverty-stricken areas regard financial poverty alleviation as precise poverty alleviation work.Importantly,some regions have made full use of financial means to alleviate poverty and achieved certain results in precise poverty alleviation.However,due to the imperfection of China's financial poverty alleviation system and the late start of financial poverty alleviation,in the specific practice of financial poverty alleviation,many ways of financial poverty alleviation remain only in the plan or program,which are not closely related to the actual situation,and the inadequate financial services in many areas,as well as the fact that most commercial banks have outlets in rural areas.The financial risk mechanism is not sound enough to cause financial difficulties to be truly popularized and implemented.Therefore,strengthening the research on financial poverty alleviation and grasping the significance and mode of financial poverty alleviation are of great significance for tapping the value of financial poverty alleviation,enhancing the effect of financial poverty alleviation and deepening the precise level of poverty alleviation.HY County,as a state-level poverty-stricken county in Henan Province,has a low level of economic construction and a high proportion of poor people.It is facing a complex and arduous situation and task in fighting poverty.The county government and relevant departments actively adopt financial poverty alleviation measures in precise poverty alleviation work,which not only effectively stimulates the motive force of poverty alleviation,but also greatly stimulates the poor people.It strengthens the hematopoietic function of the poor groups themselves,lays a solid foundation for exploring the path of increasing the income of poor households and truly solving the poverty problem.However,in the process of financial poverty alleviation,influenced by many factors,such as history,system,policy,concept and fund,the effect of financial poverty alleviation in HY County is not significant enough.In order to have a more comprehensive and in-depth understanding of the current situation of financial poverty alleviation in HY County,this paper,based on the comprehensive research results of financial poverty alleviation,uses the methods of literature analysis,systematic analysis and inductive analysis to conduct a comprehensive and in-depth study of the financial poverty alleviation practice in HY County from the aspects of financial poverty alleviation subjects,policies,supervision and evaluation.In the study,we found that there are still some problems in financial poverty alleviation in HY county,such as single main body of financial poverty alleviation,imperfect financial poverty alleviation policy,lack of pertinence in financial poverty alleviation mode,imperfect financial poverty alleviation supervision system,unreasonable financial poverty alleviation evaluation mechanism,etc.In view of the problems of financial poverty alleviation in HY county,this paper combines with finance.The exclusion theory,poverty and anti-poverty theory,micro-credit theory and so on,according to the actual situation of HY county,put forward concrete improvement suggestions from the aspects of perfecting the main body system of financial poverty alleviation,perfecting the financial poverty alleviation policy,optimizing the mode of financial poverty alleviation,perfecting the supervision system of financial poverty alleviation,and constructing a reasonable evaluation mechanism of financial poverty alleviation.The county has explored a more proactive way to help the poor in line with its own characteristics.
