Along with the deepening of reform and opening up, the international advanced project management mode is introduced into the project management of China National Offshore Oil Company (short for CNOOC). As one of the large state-owned enterprises, the contact and the introduction of project management in the construction of offshore oil and gas fields early and application is completely an enterprise, especially the sea joint-project of oil and gas fields. Production preparation as a special project need to complete the oil & gas field development project from the Overall Development Plan for approval to all kinds of preparations before the trial production period, which involves the nine typical factors of project management(health, safety, environmental protection, quality, process, cost, personal management, communication management and purchase). However, there is no similar project management experience in both domestic and abroad. Therefore, a set of project management theories are urgently needed to guide the Production Preparation Team to carry out all the work of the project when CNOOC in construction of oil and gas field project. How to apply the project management theory to the Production Preparation Team, to sum up the experience and solve resource conflicts, to train production preparation project team, to evaluate project, so as to make production preparation project management more standard are the research direction of this paper.This paper is based on the Wenchang oil field production preparation project, the introduction of project management theory, and the characteristics of the production preparation project to carry out the project research. The first node of Wenchang oilfield group project, this paper introduces the suitable basic quality management group of Wenchang oilfield and method; secondly, introducing the Wenchang oilfield group project from the aspects of the location and project characteristics; thirdly, around the Wenchang oilfield group project management goal, by using the methods of project management the eight principles, fish bone diagram and Gantt chart project management method, along with establishing project quality controlling organization and the measurement and analysis in the process of project implementation, as well as the specific debugging method for project implementation control; finally, by utilizing the fish bone diagram analysis method, project tracking method, project process change and other measures to further analyze and study the production preparation project quality improvement.
