Discussion On The Mechanism Of International Scientific And Technological Cooperation In Qinghai Province

With the deepening of economic globalization and the rapid development of science and technology,human beings are facing more and more common challenges.Many technological research and development can achieve better results only through worldwide cooperation.In China,due to the imbalance of regional development,international scientific and technological cooperation is more concentrated in the eastern developed areas,and more international scientific and technological cooperation is focused on such major scientific and engineering fields as aerospace,molecular biology,etc.This makes it more difficult for Qinghai Province,which has shortcomings in talent and technology,to promote international scientific and technological cooperation in the region.However,the experience of international scientific and technological cooperation in the eastern region is difficult to replicate and operable for Qinghai because of the huge differences in talents and R&D capabilities.Therefore,it is of great practical significance for Qinghai Province to better participate in international scientific and technological cooperation by studying the international scientific and technological cooperation already carried out in Qinghai Province,finding out the general rules and deep-seated characteristics,and analyzing the existing problems and causes.Starting from the current situation and characteristics of international scientific and technological cooperation in Qinghai Province,this paper analyses the existing problems,finds out the causes of the problems,explores the mechanism of international scientific and technological cooperation in Qinghai Province,and puts forward relevant countermeasures and suggestions for international scientific and technological cooperation in line with the actual situation in this region.On the one hand,this paper collects relevant statistical data such as Qinghai Statistical Yearbook of Science and Technology,on the other hand,through Tencent Questionnaire Platform,it designs the Questionnaire for Exploring the Mechanism of International Scientific and Technological Cooperation in Qinghai Province,and carries out targeted questionnaires.By using the methods of qualitative and quantitative analysis,questionnaire survey and statistical data,literature research and comparative study,the present situation of international scientific and technological cooperation in Qinghai Province is analyzed.Through the research of this paper,there are some problems in the scale of cooperation,channels of cooperation,quality of achievements,introduction of core technology,intergovernmental cooperation,participation of foreign partners,international cooperation teams and so on in Qinghai international scientific and technological cooperation,and the analysis of financial support,poor communication,lack of core competitiveness,backward concepts,lack of service,talent bottleneck and difficulty in integrating into the national strategy is also made.And so on are the main reasons for these problems.Finally,it puts forward the countermeasures and suggestions for Qinghai Province to better carry out international scientific and technological cooperation,that is,to develop international scientific and technological cooperation with its own characteristics by strengthening top-level design,actively integrating into national strategy,increasing financial support,establishing different international scientific and technological cooperation plans in line with Qinghai's resource status,and actively "going out".
