An Empirical Research On The Relationship Between Fiscal Agriculture Expenditures And Agriculture Economic Growth In Hubei Province

Agriculture is the lifeblood of the country's economic development and is a weak industry for other industries.Its development is inseparable from the government's policy protection and financial support,which is due to the fact that agriculture is subject to external factors such as natural conditions and market environment.As the most direct and effective means of promoting agricultural economic development,agricultural fiscal expenditure is generally adopted by various countries or regions.As a big agricultural country,China has a variety of methods to promote the development of agricultural economy,and the fiscal support agricultural expenditure policy plays an important role in agricultural protection policies.This paper takes Hubei Province as the research object and discusses the empirical research on the impact of agricultural finance expenditure on agricultural economic growth in Hubei Province.Through the collection and integration of data,it can be seen that although the scale of agricultural expenditures in Hubei Province has been expanding,the growth of fiscal support for agriculture has been reduced,the relative scale is insufficient,and the expenditure structure is not Reasonable questions.This paper selects the agricultural finance data of Hubei Province from 1986 to 2017,and uses the CD production function and VAR model to empirically analyze the relationship between the financial expenditure of Hubei Province and the agricultural economic growth of Hubei Province,and obtains the financial situation of Hubei Province.There is a continuous equilibrium relationship between the expenditure on supporting agriculture and the growth of agricultural economy in Hubei Province.The two have a positive impact and the former has a greater impact on the latter.Since China's statistical caliber has changed many times between 1986 and 2017,when analyzing the structure of agricultural fiscal expenditure in Hubei Province,the selected agricultural infrastructure expenditure,science and technology three expenses,support for rural production expenditure,and agriculture,forestry and water conservancy departments.The data sample time for business expenses and relief fees is only from 1986 to 2006.Finally,combined with the results of empirical analysis and the actual situation in Hubei Province,increase the proportion of agricultural expenditure in fiscal expenditure,improve the long-term effective growth mechanism;adjust the structure of fiscal support for agriculture,improve the efficiency of financial support for agriculture;improve the financial management system The three major aspects of the effective allocation of fiscal support for agriculture have put forward policy recommendations,with a view to providing a certain reference for the Hubei Provincial Government to formulate fiscal support policies in the future.
