Research On The Construction And Its Management Countermeasures Of Modern Agriculture Park In Ninghai County,Zhejiang Province

The development of modern agricultural parks is an important carrier and breakthrough for modern agriculture.It provides a boost to further promote the transformation of traditional agriculture in China towards modern agriculture.The development of modern agricultural parks in China is inseparable from the support of the government.Most of the time,the government is both an investor and a manager,and the effectiveness of park construction is closely related to construction management.After years of construction and development,Ninghai County Modern Agricultural Park has formed some scale and characteristics,and achieved some results.However,with the development of the park,the drawbacks of the current construction management model have begun to emerge.Based on the construction and management process of Ninghai County Modern Agricultural Park,this paper analyzes the construction status and construction management status of the park through field investigation and theoretical analysis.It aims to reveal some urgent problems to be solved in the process of county modern agricultural park construction management,and proposes the park.Countermeasures and suggestions for project construction management innovation.This paper selects the municipal modern agricultural park constructed during the “Twelfth Five-Year Plan” period in Ninghai County as a sample,and combines the data statistics method and comparative analysis method to comprehensively evaluate and analyze the development status and construction management status of the park.The research results show that the construction management of modern agricultural parks in Ninghai County has the following problems:(1)lack of scientific and reasonable evaluation mechanism;(2)management system has not been effectively implemented;(3)financial matching funds cannot be fully paid in place;(4)agricultural science and technology support is poor.Based on the research conclusions,combined with the advanced experience of domestic and foreignmodern agricultural parks and government investment project construction management,the countermeasures and suggestions for the construction and management innovation of county-level agricultural parks are proposed: first,realize the innovation of construction management mechanism by standardizing project management procedures and introducing expert management mechanism of project management in modern agricultural parks;second,strengthen the project management team's own construction,inspection and supervision and punishment,project fund management and introduction of project agent construction system to improve project construction management system;third,through the fund raising and accounting of the supporting funds of the park project,the reform of the agriculture-related fund management system and the agricultural investment and financing mechanism,the innovation project fund management system;fourth,increase investment in science and technology,strengthen training of scientific and technological personnel,and improve the ability of leading enterprises to improve the technological level of the park.
