Analysis Of The Restrictive Factors In The Reform Of Pension Insurance System In China's Institutions On The Basis Of North's Institutional Change Theory

Pension insurance,related to the treatment and living standards of the masses in their later years,is an indispensable part of the social security system.From the beginning of the 1990 s to the introduction of the "parallel track" decision of the system in 2015,the reform of the old-age insurance system of institutions and institutions in our country has been paid more and more attention by all walks of life.Since 1992,China has selected different regions to carry out reform pilot projects many times,but there has been no unified national deployment.The reforms in each pilot area have been like fragments,and there has been no reform climate in which the whole country has played a chess game.In the end,it ended in failure.More than 20 years of groping forward,through our government,science Many efforts,such as research institutions,experts and scholars,have finally formed a set of scientific reform programs,which were initiated and implemented by the government in 2015.However,as far as the implementation is concerned,due to the low level of overall planning,provinces and cities have formulated their own specific implementation plans,and the situation varies widely from place to place.Some common and individual problems have gradually emerged with the implementation of the reform,which has affected the further promotion of the reform to varying degrees.Nowadays,the principal contradiction of society has changed,which puts forward higher requirements for the work of our party and the state,especially the work of people's livelihood.It is necessary for our country to speed up the deepening of the reform of the old-age insurance system of institutions and institutions in our country at the present stage.A good important work requires the concerted efforts of all sectors of society.Based on the theory of North's institutional change,this paper changes from the constraint of path dependence to the restraint of cost,the restriction of insufficient institutional income capacity,and the hindrance of low efficiency of political market.The influence of ideology on these five aspects analyzes the restrictive factors in the reform of the old-age insurance system of organs and institutions in our country,and breaks through the constraint of path dependence,balances the cost and income of the system,and improves the mechanism of interest compensation.To improve the low efficiency of the political market and create a positive atmosphere of public opinion,this paper puts forward some suggestions for deepening the reform.
