Present Situation And Development Countermeasures Of Policy-Based Agricultural Insurance In Zhejiang Province

Zhejiang is a province with frequent natural disasters.Agricultural production often suffers losses and is faced with huge natural disaster risks.Agricultural insurance is one of the means to avoid risks.Vigorously developing agricultural insurance is of great significance for stabilizing agricultural production activities in Zhejiang province and maintaining farmers' living stability.At the same time,because of the quasi-public goods nature of agricultural insurance and the basic situation of agriculture in Zhejiang province,policy-based agricultural insurance is a necessary mode to develop agricultural insurance.Zhejiang province began to pilot the policy-based agricultural insurance in 2006.Reviewed the development of Zhejiang agricultural insurance,therefore,deconstruction of Zhejiang agricultural insurance operation mode,summarizes the achievements of agricultural insurance in Zhejiang province,analyze the existing problems and causes,and puts forward the countermeasures to solve the problem,in order to provides the theory basis for the sustainable development of agriculture insurance in Zhejiang province,at the same time also has important practical significance.In this paper,on the basis of domestic and foreign agricultural insurance research,actual situation in Zhejiang agricultural production and operation of the agricultural insurance as the breakthrough point,fully absorb the latest theoretical research results and practical experiences,in-depth study of the current situation of the development of agricultural insurance in Zhejiang province and the characteristics and existing problems of the system analyzed the causes restricting the rapid development of agricultural insurance in Zhejiang province and puts forward some countermeasures for further development of agricultural insurance.The main content includes the following three aspects:(1)To introduce the natural geography and agricultural production of Zhejiang province,review the development history of agricultural insurance in Zhejiang province,analyze the development status,summarize the development characteristics,and on this basis to discuss and study the achievements and problems in the development process;(2)Make a deep analysis of the problems related to financial support,security capability and institutional framework.Based on the existing problems and through data research and case analysis,summarize the causes of the problems and propose countermeasures in the next step.(3)Put forward specific countermeasures.Including from the build system framework,increase the intensity of subsidies,improve farmer participation,improve the efficient use of public funds,improve the level of insurance company,make agricultural risks long-term development mechanism,establish a catastrophe risk coping mechanisms and so on eight aspects,try to solve the problems found,promoting policy-related agricultural insurance healthy and steady development of Zhejiang province.
