With the innovation-driven strategy put forward in our country, technological innovation has become the source of power for enterprises' long-term development in a highly competitive market. However, due to the enterprises' technological innovation has problems such as high risk and asymmetric information, enterprises often face difficulties in external financing in the process of technological innovation. Therefore,as an important resource within the enterprise, organizational slack can provide strong resources support when enterprises face resource dilemma, and alleviating the shortage of resources effectively in the process of technological innovation. Therefore,it is of great practical significance to study the influence of enterprises' technological innovation to the holding amount of organizational slacks within the enterprise.Based on this, this topic explores the influencing factors of organizational slack from the perspective of enterprises' technological innovation, which will help enterprises to effectively identify and control organizational slack resources within the enterprise in the process of technological innovation, thus ensuring the smooth development of technological innovation activities and promote the healthy and stable development of enterprises. In addition, while the academic discuss the effect of organizational slack on enterprises' innovation activities, they usually ignore that the enterprises' innovation as an antecedent may also affect organizational slack. To some extent,it means that the previous research on the impact of organizational slack on enterprise technological innovation may have endogenous problems caused by mutual causality. Therefore,it is of great theoretical significance to explore the influence of technological innovation on organizational slack. That is to say, when studying the impact of organizational slack on enterprises' technological innovation,it is necessary to consider the endogenous problems that may exist between each other.Based on the above topics,we conduct two aspects of research:(1)discuss the impact of technological innovation on two types of organizational slacks in enterprises, namely the unfixed slack with high liquidity and fixed slack with low liquidity.(2)In China's national conditions,it is discussed whether the ownership will affect the relationships between enterprises' technological innovation and unfixed slack as well as the relationships between enterprises' technological innovation and fixed slack. This paper combines literature research and empirical research to study the relationships between enterprises' technological innovation and organizational slack. On the basis of reviewing and sorting out relevant important literature at home and abroad, this paper proposes relevant hypotheses through theoretical analysis. And we based on the data of listed companies in 2007-2015,the empirical study further verified the impact of enterprises' technological innovation on the different types of organizational slacks. The results have showed that:(1)there is a marked U-shape relation between enterprise technological innovation and unfixed slack;(2)enterprise technological innovation positively affects fixed slack;(3)compared to non-state-owned enterprises, the U-shape relation between technological innovation and unfixed slack in state-owned enterprises is weak, while the positive relation between innovation and fixed slack is more obvious. In this paper,we not only enrich the research field of prepositive factors that affect organizational slack, but also provides a warning to previous researches of organizational slack affecting enterprise technological innovation--there indeed exists reciprocal causality between enterprise technological innovation and organizational slack, and endogenous problems that may be caused by mutual causality must be considered.
