| Full coverage has always been one of the goals of the development of China’s social insurance industry.The report of the 19th National Congress of the Communist Party of China clearly stated that it is necessary to comprehensively build a multi-level social security system covering all the people in accordance with the requirements of the bottom line,the woven network,and the construction mechanism.From a theoretical perspective,the full coverage of social insurance generally includes the full coverage of the system,the full coverage of personnel and the coverage of equity enjoyment.From the perspective of China’s practice,in recent years,through the implementation of the "People’s Participation Insurance Registration Plan" and other methods to accelerate institutional development and increase capital investment,the social insurance industry has achieved a historic leap from full coverage of the system to full coverage of personnel.The comprehensive social security system has been basically established,but it is still difficult to fully realize the full coverage and full coverage of the "one can not be less" personnel,and there is still a certain gap from the requirements of the full coverage of social insurance.So why is the goal of full social insurance coverage so difficult to achieve,and what factors hinder the achievement of this policy goal?Taking this problem consciousness as the starting point,this paper takes Nanjing social insurance construction as the research object,and from the perspective of policy implementation,investigates and studies the implementation of Nanjing social insurance coverage.As the capital city of China’s coastal economically developed provinces,Nanjing has achieved unified management of five types of insurance,including pension,medical care and unemployment.It is also the first pilot city for the National Enrollment Registration Plan.The obstacles encountered in the process of realizing the full coverage of social insurance should have a typical meaning for understanding the difficulties in the development of China’s social security system and the development of social insurance.With the help of Smith’s policy implementation model,this paper finds that the difficulties and obstacles encountered by Nanjing in promoting the full coverage of social insurance are diversified.Due to the influence of the current political and economic environment,the social insurance policy itself has certain irrationality.There are also many difficulties in the implementation of the policy,and the reasons for the target group itself cannot be ignored.The case of Nanjing shows that the goal of achieving full coverage of social insurance needs to consider various factors and systematic design,and work hard to further optimize policy plans,implementation structure and social environment. |
