A Study On The Problems And Countermeasures In The Implementation Of Basic Social Endowment Insurance Policies For Rural Residents In YT Town

Over time.the aging problem in China will continue to increase.Under the impact of urbanization and migration,the population aging in rural areas will be more prominent than ever.At the same time,the weakening of land function,children's migrant work,limited payment capacity,insufficient supply of pension services and other factors restrict the development of rural pension services.As soon as possible,improving and solving a series of problems related to the pension of the eldery in rural areas is related to the high-quality development of China's economy and society,and is also one of the outstanding problems we are currently facing.The State Council issued the "Guidelines on Piloting New Rural Social Endowment Insurance" in September 2009.and has promised to achieve full coverage of the new rural social endowment insurance nationwide by 2020 to address farmers' old-age pension problems.It is of great significance to study whether the implementation of the new rural insurance policy at the grass-roots level is in place and what needs to be improved and improved.not only for the enrichment and development of the new rural insurance policy itself,but also for improving the living standards of farmers and even for the overall realization of the Rural Revitalization Strategy.This thesis targets YT town as a case study.It analyzes the implementation status of New Farm Insurance in YT town by making questionnaire surveys and paying field visits." Smith Model for Public Policy Implementation" is applied to this research to analyze the implementation of the new farm insurance policy in YT Town from four dimensions,namely,policy ontology.target group.policy implementer and policy environment.The study finds that the problems in the implementation of the new rural insurance policy in YT Town mainly lie in the following aspects.First,in terms of policy ontology,the subsidy policy is unreasonable and the protection level is comparatively not high enough;second.in terms of policy implementer.the local government does not pay enough attention to the new rural insurance policy and the grass-root services are insufficient;third,in terms of the policy target group,the individual payment standards and the dependencies of the participants are not high:in terms of the policy environment,there is a shortage of wide funding channels and professional talents.This thesis analyzes the problems and causes in the implementation of the new rural insurance policy in YT town,and at the same time learns from Suzhou,Taizhou and Yixing where there have been successful experiences in implementing the same policy.It aims to put forwards measures in improving the status by focusing on the four dimensions.In terms of policy ontology.both the government's financial subsidy mechanism and the level of policy protection will be improved;In terms of the policy executor.more emphasis will be laid on policies,and the grassroots service levels will be promoted;In the target group dimension,one way is to further increase farmers' income,and the other way is to further strengthen publicity and guidance among the participants;In policy environment dimension,one method is to further develop financing channels,and the other is to further introduce professional talents and services.
