Research On The Upgrading Mechanism Of Industrial Structure Driven By Emerging Industries

Today,with the economic globalization,many countries and regions in the world have realized that technological innovation is the new engine to promote the next round of economic growth.They have shifted their development focus to the cultivation of emerging industries.The world is entering an unprecedented period of innovation-intensive and economic transformation,and the competition around the commanding heights of science and technology and industrial development is becoming increasingly fierce.Facing the tide of globalization of scientific and technological innovation and internationalization of industrial form,China has made a strategic choice of innovation-driven and endogenous growth,vigorously cultivating and developing strategic emerging industries,and seizing new highlands of industrial development.At the same time,China's traditional industrial structure needs to be upgraded urgently.Therefore,at this stage,China's economic development and industrial transformation are facing the dual task of fostering new industries and upgrading traditional industries.The stage of economic development,the inherent requirement of industrial restructuring and the pattern of global industrial competition determine that we must correctly handle this dual task in order to achieve the sustainable development of our economy.Firstly,this paper summarizes and elaborates the influence mechanism of emerging industries driving industrial structure upgrading from four aspects: the most obvious interaction between emerging industries and traditional industries,the law of industrial structure evolution,the theory of social division of labor and regional economic and industrial layout,which lays the theoretical foundation for the full-text analysis.While upgrading the industrial structure healthily,we should actively learn from the successful experience of the United States,Japan and South Korea,and play the role of industry guidance on the premise of respecting market freedom,so as to achieve the organic balance of market demand,technical support and policy system.Secondly,on the basis of theoretical analysis of emerging industries and industrial restructuring,we should focus on the current domestic Guangdong and Jiangsu provinces.The experience of industrial restructuring in five provinces and municipalities,Zhejiang,Sichuan and Chongqing,summarizes the role of emerging industries in promoting the optimization and upgrading of the industrial structure of old industrial bases,and the relationship between them.Based on the collected industrial structure indicators of Liaoning Province from 1995 to 2016,all the data of China Statistical Yearbook from 1995 to 2016,and other relevant data,this paper summarizes and summarizes them from the perspective of emerging industries.The general law and development problems of industrial structure evolution in Liaoning Province are pointed out.Finally,relevant policy suggestions are given.In the process of this study,the following three conclusions are drawn:(1)The pace of industrial restructuring in Liaoning Province is obviously slow,the effect of industrial restructuring is not good,the proportion of high-tech industries(mainly emerging industries)is not only low,but also has declined in recent years,which does not conform to the scientific law of industrial structure optimization and upgrading;(2)From the perspective of the interdependence of industrial structure adjustment and urban development goals in Liaoning Province,realizing the optimization and upgrading of industrial structure and completing the industrial restructuring are the basis for formulating the new development goals of Liaoning Province,and the process of forming a new driving force for Liaoning's development,and the guarantee of Liaoning's long-term economic growth.(3)The government's support for strategic emerging industries should follow the principle of market selection.The so-called criteria of "high-tech" and "emerging industries" should be determined by government departments as little as possible.The adjustment and transformation of industrial structure should be a benign development trend of market-led industrial structure and government assistance.
