Under such a fierce competitive environment in the water market,the importance of the construction and training of water talents has gradually become prominent.Human capital has become one of the important factors in the development of water industry.At present,China's social and economic development momentum is strong,and the pace of market reform is also gradually accelerating,which brings new challenges to the development of the water industry.In this new environment,the water industry should further optimize its own human resources structure and system,through the adjustment of personnel structure to promote the efficiency of the entire industry and technological progress.Taking HKXJ Water Company as the research blueprint,this paper makes an analysis of many problems existing in the water company,such as the older age of the staff and the talent team,the serious shortage of professional and technical personnel,the outstanding structural contradiction of the talent team,the obvious phenomenon of brain drain,and the inadequate play of the talent role.Under the circumstances of fully analyzing the current situation of the talent of HKXJ Water Company,it establishes an effective talent echelon.System.In this paper,the competency model is used to study the talent echelon construction.The competency model is a powerful tool to realize the talent echelon construction.Through this model,the factors of post competency can be analyzed very accurately,and the main behavioral standards of the post can be obtained.Then,the corresponding talents can be purposefully sought,and the precise matching between talents and positions can be realized,and the value of talent resources can be brought into play.After the construction of the competency model dictionary,it can more accurately match the competence,skills and professional accomplishment of the appropriate talents around the job characteristics,and use different evaluation indicators for different positions,so as to achieve a scientific and comprehensive evaluation of competency.The key of talent echelon construction is post analysis and allocation of reserve plan to ensure the organic unity of power and responsibility of core posts.In addition,we should combine competency model to analyze the relative value of posts,establish performance appraisal standards and salary system suitable for posts,complete the matching of Posts and talents and optimize the cost of enterprises on the premise of ensuring competitiveness and mobilizing the enthusiasm of talents.Through the analysis of post competency factors,this paper identifies the key behavioral characteristics of various professional and technical posts,opens the channels for talent selection and promotion,and ensures that key posts are successors and enterprises can develop benignly.
